Zakharchenko, Dmitry Viktorovich

Born in 1978 ^{[ specify ]} in the settlement of Voloshino (Millerovsky District) , Rostov Region, in the family of school teachers ^{[2] [3]} .

He graduated from high school with a gold medal.

He received three higher educations: he graduated with honors from the North Caucasus Academy of Public Administration and Rostov State University , where he simultaneously studied at two faculties - economics and management and historical, and also received a law degree ^{[2] [3]} .

In 2001, he began serving in the tax police.

in 2005 he moved to Moscow, where he joined the Department of Economic Security of the Ministry of Internal Affairs of Russia (since 2011 - the Main Directorate of Economic Security and Anti-Corruption of the Ministry of Internal Affairs of Russia) ^{[2] [3]} .

In 2016, with the rank of police colonel, he served as interim head of the T department of the GUEBiPK of the Ministry of Internal Affairs of Russia.

On September 8, 2016, a policeman was detained by officers of the FSB of Russia, and on September 10, he was arrested. The colonel was charged with taking bribes, abuse of power, and obstruction of justice. During the investigation into the Zakharchenko case, the investigators found 13 apartments, 14 parking lots in elite districts of Moscow, as well as four cars, a 500 gram gold bar, Rolex watches and jewels, as well as currency in the ruble equivalent of the officer and his family members 8.5 billion rubles ^{[4] [5]} . According to Zakharchenko, the aforementioned property was earned by a sister and father involved in construction and agriculture; the defense insisted on throwing money during the search ^[5] .

Later, in the case of Colonel Dmitry Zakharchenko, money was additionally arrested, the amount of which in ruble terms is more than one billion rubles ^[6]

On September 14, 2016, about 300 million euros were discovered on the accounts of members of the Zakharchenko family ^[7] . This information was denied by the official representative of the IC of the Russian Federation Vladimir Markin ^{[8] [9]} . Later, according to the results of an internal audit, Zakharchenko was dismissed from the Ministry of Internal Affairs ^[10] .

In November 2017, the trial in the case of Zakharchenko and his relatives continued ^[11] .

On August 15, 2018, the Presnensky court of Moscow began consideration of the Zakharchenko case ^[12] .

In August 2018, 8.5 billion rubles, 2 million € and more than $ 120 million and other property, which will be sold out later, were turned into state revenue ^[13] .

In October 2018, several more accused in the Zakharchenko case were detained. According to the ICR, one of the detainees handed over 2 billion rubles as bribes to Zakharchenko ^[14] .

In May 2019, during the debate of the parties, the prosecution requested Dmitry Zakharchenko 15.5 years in a maximum security colony to impose a fine in the amount of more than 494 million rubles, as well as deprive the colonel of his title, awards and medals. ^[15]

On June 10, 2019, the Presnensky court of Moscow sentenced him to 13 years in prison and to a fine of 117 million rubles in the case of receiving a bribe and obstructing justice. He is also deprived of state awards and the special rank of colonel ^[1] .

After the “black bookkeeping” was discovered by Zakharchenko, Alexander Bastrykin refused to give a moral assessment to this person ^[16] , the chairman of the TFR was very impressed that “a trifle” was written next to the sum of 600,000 euros ^[17] .

Svetlana Petrenko, an official representative of the Investigative Committee, said on air of the Vesti FM radio station that he was called “Zakhar-cunning”, surrounded by Zakharchenko and at work, where he rarely appeared, as he personally developed and organized successful schemes for extorting bribes: “ Yes, he is smart enough. Even, probably, he’s very smart ... He never repeated himself! ”Stated Petrenko ^[18] . On the contrary, some colleagues, for their apparent simplicity and modesty, friendly called Zakharchenko “nonsense” ^[19] .

The experienced investigator Telman Gdlyan ^{[20] was} extremely skeptical of Zakharchenko’s genius, he unequivocally pointed to the presence of a gang, arguing: “This whole story indicates that one person - neither physically nor organizationally - is able to take such a value” ^{[ 21]} .
