Biography

Ernst-Matthias von Keller was born on July 8, 1841 in Prussia

Like his older brother, Georg chose a political career. In 1881-1888 was a member of the German Reichstag , where he belonged to the German Conservative Party , in 1887 he took the post of police chief in Frankfurt am Main, in 1889 he took the post of assistant secretary of state for internal affairs of Alsace-Lorraine and representative of the region in the Union Council [3] .

In 1894, when the former governor of Alsace-Lorraine, Prince Clovis Hohenlohe , was appointed imperial chancellor, he placed Keller at the head of the Ministry of the Interior of Prussia. Having occupied this position, he directed all his forces to the struggle against Social Democracy, using police means; he was one of the authors and main defenders in the Reichstag of the so-called Umsturzvorlage , a law that introduced or increased penalties for calling or inciting (especially by means of the press) to commit a crime, for trying to undermine discipline in the Prussian troops , etc. However, this bill was rejected by the Reichstag [3] [4] .

Keller supported the preservation of an exclusive position in Alsace-Lorraine. In December 1895, he was due to resign, as his reactionary policy was too extreme for Hohenlohe and other ministers [3] .

Despite the general hatred of von Keller, the emperor appointed him the chief president of Schleswig-Holstein in August 1897. Here he conducted a German policy, including by expelling the Danes [3] .

In August 1901, he was appointed Puttkammer as Secretary of State for Alsace-Lorraine. Thanks to the emperor’s changed attitude, he had to pursue a policy in Alsace-Lorraine that was completely contrary to his previous convictions; during it, the “ dictatorship paragraph ”, the requirement for passports at the border, and other unpopular measures were canceled [3] .

Ernst-Matthias von Keller died on December 11, 1928 in the city of Stettin.
