Biography
He graduated from the Ural military real school (1902). In 1903 he entered the St. Petersburg Imperial Military Medical Academy . Student life Dosmukhamedov coincided with political unrest in the Russian Empire, which influenced the formation of his political views. In 1905, at the congress of delegates of five regions in Uralsk, he was elected (along with B. Karatayev , M. Bakytkereev) a member of the Central Committee of the Kazakh Constitutional Democratic Party. After graduating from the Academy in 1909, he served as a junior military physician, first in the Perm province , then in the 1st Turkistan, 2nd Ural Kazakh-Russian rifle battalion. In 1913, he was released from military service and worked as a doctor in the Temir district of the Ural region . In 1913–1918, the Kazakh newspaper published the articles Tamyr Dәrі Khagynda, Sary Kezik - Suzek, Zhupaly Aura Khagynda and others. In his book How to fight the plague among the Kyrgyz people (1916) describes methods to combat the plague.
In May 1917, he participated in the All-Russian Congress of Muslims in Moscow . From the 1st All-Kazakh Congress was nominated to the All-Russian Constituent Assembly . Elected member of the government of Alash-Orda . In December 1917, he participated in the creation of the Alash police . In March 1918, Khalel Dosmukhamedov, together with Jansha Dosmukhamedov, participated in negotiations with V. I. Lenin and I. V. Stalin , during which questions of Kazakh autonomy were touched upon. On May 18–21, 1918, he participated in the work of the 4th Congress of the Kazakhs in the Urals in Zhambeyta , where the creation of the national-territorial formation “Provisional Government of the Oyyl Ulaylayat” (the “Western Branch of Alash-Orda”) was announced.
From 1920 he began working in Tashkent , first a member, then chairman of the Education Commission under the Commissariat of Public Education of the Republic of Turkestan . In 1922–1924, he was a member of the board of the Turkestan National Commissariat of Health and the head of the medical and sanitary department. In 1923, he was a member of the Central Asian, then Eastern Branch of the Kazakh State Publishing House; 1925–1926 head of the Eastern Branch; in 1926, a member of the board of the Kazakh State Publishing House and deputy head.
Dosmukhamedov made a significant contribution to the development of Kazakh science: he wrote scholarly works and textbooks “Tabiqattanu”, Mm Mehr ”(1922),“ Adamnaң tn tіrlіgі ”,“ Oқushlyardyr Densaulykyn Sahtau ”(1925),“ Dene bіtіmmіm саnsaulykyn saқtau ”(1925),“ Dene bіtіmіmіm ңnsaulykyn saқtau ”(1925),“ Dene bіtіmіmіm nsaulykyn saқtau ”(1925),“ Dene bіtіmіmіmsің dң saulyғyn saуtau ”(1925),“ Dene bіtіmіmіmіің densauty ”(1925) others. In 1922-1925 he was the chairman of the board of the society for the development of culture "Talap". Collecting materials about literature, history of Kazakh people, investigated the law of vowel harmony , published a collection of "Kazakh-қyrғyz tіlderіndegі synharmonism zaңy" (1924), "Sherniyaz Sheshenya" (1925), "Isatai-Makhambet" (1925), "Alash not soz" "Baradagy Kogiltash medresіnі salu Turaly әpsana" (1927) and others. He was elected a corresponding member of the Central Bureau of Local History of the Russian Academy of Sciences (1924), in the same year on behalf of the Turkestan National Commissariat of Education participated in the congress of Kazakh scientists in Orenburg , at the All-Union Congress of Health Workers. In 1929 he was approved by the professor, then the vice-rector of the Kazakh Pedagogical Institute (now the KazNPU named after Abay ).
September 15, 1930, arrested and exiled to Voronezh for 5 years. On July 26, 1938, he was again arrested on a false political charge, transferred first to Moscow, then to Alma-Ata . April 24, 1939 sentenced to death. He died in the prison hospital in Almaty. Rehabilitated February 11, 1958.
Memory
In 1994, Atyrau State University named after Kh. Dosmukhamedov was named after him. In front of the university is his monument. The name Halel Dosmukhamedov is borne by the streets in Astana , Atyrau and Uralsk .
