Biography
Born in the family of a major engineer-port builder. He studied at the 1st real school in St. Petersburg.
After graduating from the Petrograd Institute of Engineering Railways in 1922 (now St. Petersburg State University of Railways worked on the construction of the Volkhov Hydroelectric Power Station , then on the construction of the Leningrad Commercial Port , in the Electrotok system (Lenenergo). In 1929-1933 he was a senior engineer, manager groups of the power station department of the Svirskaya HPP
He participated in the design and construction of a number of hydro and thermal power plants, including the Volkhov , Svir and Farhad hydropower plants .
At the construction of the Nizhne-Svirskaya Hydroelectric Power Station , for the first time in world practice, he designed the designs of hydraulic structures from prefabricated reinforced concrete .
Since 1930 he worked at the Leningrad Polytechnic Institute (now St. Petersburg State Polytechnic University ), in 1930-1939. - Associate Professor at the Institute of Industrial Engineering, professor of LPI since 1943.
In 1933-1941 - Specialist engineer, staff consultant of Sredvolgostroi (Gidroenergoproekt).
From 1942 to 1948 he worked at the All-Union Scientific Research Institute of Hydrotechnics , from 1950 he led the Leningrad group of the Institute of Mechanics of the USSR Academy of Sciences . In 1948, he transferred to the post of head of the comprehensive department "Engineering Structures" of the Leningrad Polytechnic Institute. In 1949, the Department “Underground Structures, Foundations, and Foundations” stood out from it, headed by Viktor Anatolyevich, and for the first time, “Soil Mechanics” was read as an independent general technical discipline. In 1954, at the department after the election of V. A. Florin, a corresponding member of the USSR Academy of Sciences organized a laboratory of the Institute of Mechanics of the USSR Academy of Sciences.

V.A. Florin carried out major, in a number of areas, pioneering developments in various fields of soil mechanics, which largely determined its subsequent development in the USSR and in Russia. In 1936-1937 V. A. Florin developed a general method for determining contact stresses on the sole of beams of finite length and variable stiffness, located on a linearly deformable base. The problem of the distribution of tangential stresses along the soles of an extensible strip was solved, and a technique was developed for determining the friction forces along the soles of anchor ponures (1948–1950).
As a teacher, he prepared 19 candidates and 5 doctors of technical sciences.
Since 1953 he was a deputy of the Leningrad City Council .
