The general elections in Somaliland were held on November 13, 2017 [1] . They elected the president and parliament of Somaliland. They became the third presidential election in the autonomous region.

More than 700 thousand voters were registered, more than 1600 polling stations were organized. For the first time in Africa, biometric technology was used to prevent re-voting. 60 observers from 27 countries participated in the elections. Until the results were announced on November 17, social networks were closed in Somaliland to prevent the spread of rumors [2] . As a result, Musa Behi won 55% of the vote and was elected president of Somaliland.
Pre-election environment
The previous parliamentary elections in Somaliland were held in 2005. The following were to be held in September 2010 [3] , but were postponed to June 26, 2015 [4] . However, due to the unpreparedness of the National Electoral Commission, in September 2015, the House of Elders extended the term of parliament for another 21 months [5] . Then the general elections were scheduled for March 27, 2017 [6] and were again postponed for half a year due to drought in the region [7] . In the end, the elections were held on November 13, 2017.
President Ahmed Silanyo did not run for a second term. In November 2015, the party’s leader, Musa Behi, was nominated by the Party of Peace, Unity and Development. Abdirahman Mohamed Abdillahi was nominated by the Vadani party he founded. For justice and development from the party Faisal Ali Warabe, who had previously lost the previous presidential election, was nominated. Warabe was involved in in-party rivalry with Jamal Ali Hussein, but the latter went to another party [8] .
Faisal Ali Varabe lived in Finland in 1992, where he became one of the organizers and chairman of the Justice and Development Party, and his deputy was Abdirrahman Irro. Abdirrahman Irro previously worked at the Somali Embassy in the USSR, in 1991 he moved to Finland. Then he returned to Somaliland, since 2005 he has been the speaker of parliament. In 2012 he created the party Vadani [9] .
Results
International observers generally described the elections as “peaceful” and “well-organized”. The opposition claimed irregularities in voting, especially in the cities of Hargeisa and Gabiley . [ten]
