History
The first initiative to convene a congress of world Azerbaijanis was in 1992 . It was decided to convene the World Azerbaijanis Congress in Baku in accordance with the Decree of the President of the Republic of Azerbaijan No. 255 dated December 24, 1992 "Convening of the World Congress of Azerbaijanis".
By order of the President of the Republic of Azerbaijan Abulfaz Elchibey , an Organizing Committee was established to hold a congress of world Azerbaijanis. But the congress unfortunately did not take place. [one]
First Congress
In 2001, the 1st Congress of World Azerbaijanis was held in the capital of Azerbaijan , Baku. This congress was a significant step in the integration of Azerbaijanis living abroad around a common goal, the ideology of "Azerbaijanism", which laid the foundation for a new stage - the stage of construction and organization in the history of the diaspora movement. In addition to residents of the republic, 540 compatriots from 36 countries of the world took part in the congress. It should be noted that these were not only ethnic Azerbaijanis, but also delegates of many other nationalities of multinational Azerbaijan, representing the most active part of the foreign Azerbaijani diaspora . Taking into account the proposals of the congress participants, in order to ensure the implementation of state policy in the field of the diaspora, a State Committee was established to work with Azerbaijanis living abroad. The purpose of the congress was the formation and strengthening of the diaspora of Azerbaijan, as well as the close rallying of compatriots around a single goal - the foundation of a strong Azerbaijani state.
The members of the Coordination Council of World Azerbaijanis were determined at the congress, and Heydar Aliyev was elected Chairman of the Council. [four]
Second Congress
Held on March 16, 2006 , the II Congress of World Azerbaijanis was another step in the process of forming the diaspora. The congress was attended by 600 delegates from 50 countries, as well as 350 guests. The largest delegation , consisting of 170 people, arrived from Russia . [5]
The documents that were adopted by the congress are the Decree of the II Congress of Azerbaijanis of the whole world, the address of the congress to the President of the Republic of Azerbaijan and Azerbaijanis of the whole world, the appeal of the congress to the international community, international organizations, parliaments, heads of states in connection with the Armenian-Azerbaijani Nagorno-Karabakh conflict and the governments of foreign countries, in the United Nations educational, Scientific and cultural Organization ( UNESCO ), an appeal to the Azerbaijani and Turkish diasporas - are special second program of action of Azerbaijanis living abroad, for the period after the Congress. At this congress, President of the Republic of Azerbaijan Ilham Aliyev was elected chairman of the Coordinating Council of World Azerbaijanis. [7]
Third Congress
The III Congress of Azerbaijanis of the whole world took place on July 5, 2011 in the city of Baku, in accordance with the decree of the President of the Republic of Azerbaijan Ilham Aliyev on January 21, 2011 “On the 20th anniversary of the restoration of state independence of the Republic of Azerbaijan ”. The third congress was attended by 1272 representatives. The event was attended by delegates from 42 countries , as well as guests. [9] Most of them were delegates from Russia - 155. From Turkey - 101, Ukraine - 49, Germany - 43, Georgia - 41, USA - 25, Sweden - 23, the Netherlands - 21, Israel - 17, Uzbekistan −13, France −12, Great Britain - 11, Canada - 10.
The agenda of the congress included a discussion of the report since the last congress of 2006 . At the end of the III Congress of World Azerbaijanis, a number of decisions were made.
Among the participants of the 3rd congress of world Azerbaijanis were also Jews , Russians , Ukrainians , Bulgarians , Meskhetian Turks and representatives of other peoples who lived in Azerbaijan and left for permanent residence in foreign countries. [10]
Azerbaijani President Ilham Aliyev was again elected chairman of the Coordinating Council of World Azerbaijanis. [eleven]
Fourth Congress
On June 3, 2016, the official opening ceremony of the IV World Congress of World Azerbaijanis was held in the Heydar Aliyev Center in Baku. The IV Congress of World Azerbaijanis was attended by over 500 representatives of the diaspora and guests from 49 countries. [12]
The congress, along with guests invited from abroad, was also attended by a delegation of 360 people, including delegates from various state and government, non-governmental organizations , scientific, educational, cultural and other creative structures, political parties of Azerbaijan .
The fourth congress of world Azerbaijanis held in Baku adopted a resolution. [13] The resolution states that, in consultation with the relevant state structures of Azerbaijan, it is planned to create a special center with a separate budget , which will collect all information, documents, information resources , scientific research , publications and films in connection with the history, consequences and settlement process Nagorno-Karabakh conflict .
The congress delegates once again unanimously elected President Ilham Aliyev as chairman of the Coordinating Council of World Azerbaijanis.
The Steering Committee was approved at the congress by 109 members. [fourteen]
