Born April 27, 1941 in the village. Pumice, Primorsky Territory .
He graduated from high school in Vitebsk (1958, with a gold medal) and Moscow Aviation Technological Institute. K. E. Tsiolkovsky, specialty “Metallurgy and welding technology” (1965).
- 1965-1968 Head of the welding laboratory at the Tula Engineering Plant.
- 1968-1970 in the service of the Army, a military specialist in the KBP (Tula).
- 1971-1973 full-time graduate student of the Tula Polytechnic Institute (TulPI), prematurely graduated from the graduate school with the defense of the dissertation (scientific adviser M. A. Cristal).
- 1974-1980 Department of Equipment and Technology for Welding Production TulPI.
- 1980-1992 Associate Professor, Department of Technology of Metals and Welding (Department of Foundry and Welding).
- 1991 - defended his doctoral dissertation at Leningrad State Technical University.
- 1993 awarded the academic title of professor.
- 1992-1995 Professor, Department of Foundry and Welding Production, TulSU (former TulPI).
- 1995—2001 Head of the Department of Equipment and Technology for Welding Production, TulSU.

He was awarded the medal of the Order "For Merit to the Fatherland", II degree. Laureate of the Prize of the Government of the Russian Federation in the field of science and technology, the Zossenheimer Prize of the International Institute of Welding (Paris), Prizes named after S.I. Mosin.
