Imir Yelnik (real name Vladimir Nikolaevich Melnikov , Ukrainian: Volodimir Mikolayovich Melnikov ; born September 14, 1951 , Chernivtsi ) - Ukrainian poet, prose writer, composer, candidate of technical sciences, Honored Art Worker of Ukraine [1] , laureate of the Emerald Lyre award for first place in the nomination “Music” 2004 and the International Vinnichenko Prize of the Ukrainian Cultural Foundation [2] 2019 .

Content
Biography
Born on September 14, 1951 in the city of Chernivtsi [3] .
From 1959 to 1969 he studied at the 33rd secondary school of the city of Chernivtsi .
From 1969 to 1974 he studied at the Minsk Higher Engineering Anti-aircraft Missile School of Air Defense [4] . He visited the literary association at the newspaper of the Belarusian Military District “For the Glory of the Motherland” [5] , where in 1973 the first poetic publications of the author appeared [6] .
From 1974 to 1976 he served in the Moscow Air Defense District ( Naro-Fominsk - 10) [7] .
From 1976 to 1980 he served in the Northern Group of Forces ( Legnica , Poland ). In 1978, for the verses "Petty Officer" became the winner of the second prize of the literary contest of the newspaper of the Northern Group of Forces "Victory Banner", dedicated to the 60th anniversary of the USSR Armed Forces [8] .
From 1980 to 1982 he studied at the Military Academy of Military Air Defense named after Marshal of the Soviet Union A. Vasilevsky, which he graduated with a "gold medal" [9] .
From 1982 to 1984 he served in the Turkestan Military District ( Mary ).
From 1984 to 1987 he studied at the postgraduate school of the Military Academy of Air Defense of the Ground Forces named after Marshal of the Soviet Union A. Vasilevsky, after which he was awarded the degree of candidate of technical sciences (Kiev) [10] .
From 1987 to 1992 he served as teacher and senior lecturer at the Military Academy of Air Defense of the Ground Forces named after Marshal of the Soviet Union A. Vasilevsky, in 1991 he was awarded the military rank of “Colonel” and the academic title of “Associate Professor”. During the scientific and pedagogical activity, he published more than 100 scientific papers on a special topic, including several open publications, in particular the textbook “Designing Mathematical Algorithms for the Functioning of Radioelectronic Facilities” [11] .
From 1992 to 1995, he served in the Center for theification of the General Staff of the Armed Forces of Ukraine [12] .
From 1995 to 2001, he was an inspector, senior inspector-head of the inspection group for international military cooperation of the General Military Inspectorate under the President of Ukraine. At the end of 2001, he retired from military service to the reserve.
From 2001 to 2003 - public service in the Presidential Administration of Ukraine as deputy department head, deputy head of the department for judicial reform, the activities of military units and law enforcement agencies.
From 2003 to 2005 - public service in the State Administration of the President of Ukraine as Head of the Department of Economic Development. The third rank of civil servant was assigned in 2003 [13] .
From 2005 to present - social activities, work in the apparatus of the National Union of Writers of Ukraine.
