The Federal Office for the Safe Storage and Destruction of Chemical Weapons is a state institution of the Russian Federation that carried out the organization of work in the field of storage and destruction of chemical weapons in the interests of defense and security of the state .

The Office for the Issues of Military Service and Financial Support of the State Mission at the expense of the federal budget is under the jurisdiction of the Ministry of Defense of the Russian Federation , and for the organization and execution of work on the destruction of chemical weapons is under the jurisdiction of the Ministry of Industry and Trade of the Russian Federation [1] .

Key Tasks

According to the Regulation on the Federal Administration for the Safe Storage and Destruction of Chemical Weapons (approved by Decree of the Government of the Russian Federation of February 5, 2001 No. 87), the main tasks of the Federal Administration are [2] :

  • organization of work on the safe storage, transportation and destruction of stockpiles of chemical weapons;
  • destruction of emergency chemical ammunition in places of their storage;
  • the creation of chemical weapons destruction facilities;
  • participation in tenders (tenders) among organizations offering technologies for the destruction of chemical weapons and disposal of waste generated during their destruction, producing non-standard and special technological equipment, control devices, as well as among organizations performing construction, installation and commissioning works when creating facilities for destruction of chemical weapons and structures of social and engineering infrastructure;
  • conclusion of contracts for the supply of goods, the performance of work and the provision of services for state needs upon delegation to him by the Ministry of Industry and Trade of the Russian Federation of the powers of a state customer;
  • cooperation with foreign delegations on issues falling within the competence of the Federal Office;
  • participation in the organization of training for work at the facilities for the storage and destruction of chemical weapons;
  • preparation of facilities for the storage and destruction of chemical weapons for international inspections and participation in ensuring the conduct of inspections;
  • informing the public and public organizations in the regions (districts) of the placement of facilities for the storage and destruction of chemical weapons on issues of ensuring the safety of the population and protecting the environment when working with chemical weapons;
  • implementation of measures to prevent emergency situations during storage, transportation and destruction of chemical weapons, liquidate the consequences of emergency situations in case of their occurrence and conduct rescue operations.

History

The first attempt to solve the problem of the destruction of chemical weapons was made by the USSR back in the 1980s . As a result, a mobile complex was created to destroy emergency chemical munitions. The technology used in this complex for chemical detoxification of toxic substances was taken as the base and was subsequently used at chemical weapons destruction facilities.

In 1986, the country's leadership instructed the USSR Ministry of Defense to create an object for the destruction of chemical weapons in the area of ​​the city of Chapaevsk in the Kuibyshev region. Unfortunately, the created facility was not put into operation for socio-political reasons. However, he played a role at the stage of preparing the country for the full-scale destruction of chemical weapons.

In 1992 , as part of the radiation, chemical and biological defense forces of the Russian Ministry of Defense, a new unit was formed - the Office for the Elimination of Chemical Weapons.

In 1993, in Paris, the Russian Federation signed the Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on Their Destruction .

In 1996, by Decree of the Government of the Russian Federation dated March 21, 1996 No. 305, the Federal Target Program “Destruction of Chemical Weapons in the Russian Federation” was approved, which was given the status of the presidential.

The program provides for the construction of seven facilities for the destruction of chemical weapons in places of their storage: in the village of Gorny (Saratov region), in the city of Kambarka (Udmurt Republic), in the village of Mirny ( Maradykovo , Kirov region), in the city of Shchuchye (Kurgan region), in the village Leonidovka (Penza region), in the city of Pochepe (Bryansk region), in the village of Kizner (Udmurt Republic).

Subsequently, editorial changes were made to the Program. In accordance with the Program introduced by Decree of the Government of the Russian Federation of December 9, 2010 No. 1005, the deadline for the destruction of all stockpiles of chemical weapons was determined to be December 31, 2015 .

In 2000, the Federal Office for the Safe Storage and Destruction of Chemical Weapons was founded.

During its existence, the state customer has changed. Initially, the functions were assigned to the Ministry of Defense of Russia , then to the Russian Agency for Ammunition, the Federal Agency for Industry . Since May 12, 2008, the state customer of the Program is the Ministry of Industry and Trade of the Russian Federation .

In the Ministry itself, the Department for the Implementation of Conventional Obligations, headed by Dr. V.I., is responsible for the implementation of the Program . Canvas .

September 27, 2017, Russia completely destroyed all stockpiles of chemical weapons [3] .

On October 13, 2017 , upon completion of the destruction of chemical weapons in the Russian Federation, the President of Russia approved a list of instructions to the Government of the Russian Federation [4] :

  • by December 2017, prepare and submit to the State Duma of the Federal Assembly of the Russian Federation a draft federal law providing for the recognition as revocable of the property of facilities for the destruction of chemical weapons after they complete the activity for which they were intended;
  • by December 2018, submit proposals aimed at phasing the involvement of property complexes of facilities for the destruction of chemical weapons in the economic turnover in the interests of industries related to ensuring the defense capability and security of the state (including the creation of the production of gunpowders and explosives, active pharmaceutical substances and medicines, and facilities for disposal waste of I and II hazard classes), as well as in the interests of other industries;
  • Until December 2018, submit a proposal to change the legal form of the federal budgetary institution “Federal Office for the Safe Storage and Destruction of Chemical Weapons under the Ministry of Industry and Trade of the Russian Federation”, providing for the cancellation of military service at this institution.

Composition

As of 2017, four chemical weapons destruction facilities are directly subordinate to the FUBHUHO Russia: [5]

  • Object for storage and destruction of chemical weapons (Bryansk region, Pochep );
  • Object for storage and destruction of chemical weapons (Kirov region, town Mirny );
  • Object for storage and destruction of chemical weapons (Udmurt Republic, Kizner settlement);
  • Object for storage and destruction of chemical weapons (Kurgan region, Shchuchye );

as well as regiments for the protection and liquidation of the consequences of accidents during them.

The number of military units and units directly subordinate to the FUBHUKHO of Russia reaches 10 thousand people (as of 2012 ) .

FUBHUHO military personnel wear military uniforms established by order of the Minister of Defense of the Russian Federation dated June 22, 2015 No. 300 for the ground forces of the Armed Forces of the Russian Federation. The differences consist only in the use by the FUBHUHO military personnel of their own sleeve and lapel (running) signs, as such the small FUBHUHO emblem is defined.

Objects Named After FUBHOUHO of Russia

  • On September 17, 2013, a large bridge over the railway and the Sura River with a length of more than 1.6 kilometers was opened in the city of Penza . It was built from 2006 to 2013 and connected Izmailov Street on the right bank with Kuraev Street on the left. It was named after the Federal Office for the Safe Storage and Destruction of Chemical Weapons, on the maps it appears as a bridge named after FUBKHUKHO [6] . The name was proposed by the head of the FUBKHOKHO Valery Kapashin on the basis that the bridge was built with funds transferred by the chemical weapons destruction plant operating from 2008 to 2015 in Leonidovka, Penza Region [7] .
