Biography
Born December 6, 1937 in Moscow.
Education
He graduated from the Moscow Financial Institute (now the Financial University under the Government of the Russian Federation (1961) and the Academy of National Economy of the USSR (now the Russian Academy of National Economy and Public Administration under the President of the Russian Federation ) (1980). Ph.D. in economics , in 1978 defended a thesis on the topic "The problem of financing and stimulating scientific and technological progress in industry."
Activity
In 1961–1970, he worked as an economist, senior inspector, expert and head of the Department of the Defense Financing Industries Financing Division of the USSR Ministry of Finance. In 1970-1978 - Deputy Head of the Office of Industrial Finance Ministry of the USSR. In 1980-1988 - Deputy Minister of Finance of the RSFSR. In 1988–1990 - First Deputy Minister of Finance of the RSFSR.
From December 28, 1990 to July 10, 1991, he was Minister of Finance of the RSFSR. From 11 to 25 July 1991, he served as minister. [1] On July 25, 1991, he again became Minister of Finance and resigned on November 11, 1991.
From November 21, 1991 [2] to February 5, 1993 [3] Lazarev worked as head of the tax service of Russia .
In 1993–1997, Igor Lazarev was the president of the All-Russian Fund for Social Safeguards for the Garantia military personnel under the Government of the Russian Federation. From 1995 to 1997 he worked as an auditor of the Accounts Chamber of the Russian Federation .
He died on May 23, 1997 in Moscow. He was awarded the Order of the Badge of Honor.
