Biography
Born in a working class family. He graduated from high school and Balashikha Aero Club , in which he mastered the Yak-18 training aircraft .
In the Soviet Army since 1952. He graduated from the Bataysk military aviation school of fighter pilots in 1954. As a graduate with honors, he was sent to a regiment armed with MiG-15 fighter jets . From 1954, he served in the 126th Fighter Aviation Regiment of the Moscow Air Defense District : a pilot, flight commander .
In 1964 he graduated from the Yu.A. Air Force Academy. Gagarin . He served in the 9th Guards Fighter Aviation Regiment ( Andijan , Uzbek SSR ): squadron commander, deputy regiment commander, regiment commander. The regiment under his command one of the first in the USSR mastered the new generation of aircraft Su-15 . From 1970 to 1973 - Commander of the 17th Air Defense Division in the city of Mary ( Turkmen SSR ).
He graduated from the Military Academy of the General Staff of the Armed Forces of the USSR named after KE Voroshilov in 1975. From 1975 - Deputy Commander of the 4th Independent Air Defense Army (Headquarters - Sverdlovsk ), from July 1976 - Commander of the 11th Independent Air Defense Army in the Far East (Headquarters - Khabarovsk ). In 1978 - 1983 - First Deputy Chief of the General Staff of the Air Defense Forces of the country . From 1981 - First Deputy Chief of the Main Staff of the Air Defense Forces for the Air Defense of the Warsaw Pact countries .
In April 1984, Colonel General I.M. Maltsev became the Chief of the General Staff of the Air Defense Forces — First Deputy Commander-in-Chief of the Air Defense Forces. Immediately after the events of the State Emergency Committee in September 1991, he was relieved of his post and transferred to the disposal of the USSR Minister of Defense . Since November 1991 - retired.
Member of the CPSU . Deputy of the Supreme Council of the RSFSR (1990-1993), was a member of the Fatherland faction. Deputy of the Supreme Council of the Estonian SSR (1985-1989).
After being transferred to the reserve, he worked as deputy general director at the enterprise of the aviation radio industry. In the 1990s, he worked in Iraq as a member of an advisory group. Conducted an active expert work in the field of air defense. Works in a veteran organization.
After the dissolution of the Supreme Council in October 1993, he participated in the creation of the public military patriotic organization "All-Russian Officers' Assembly." In 1997, he participated in the creation of the Army Support Movement (DPA) , until 1998 he was the chief of the headquarters of the movement, then the deputy chairman. In the elections to the State Duma in 1999 he was the chief of the election headquarters of the movement and he himself ran for deputies on his list. However, the movement won only 0.58% of the vote and did not receive deputy mandates. After this defeat, he withdrew from active political activity, although he retained the post of deputy chairman of the ADP.
He lives in Moscow .
