General information
September 16, 1992 established diplomatic relations between the Republic of Kazakhstan and the Republic of Moldova.
In 1994, the Embassy of the Republic of Kazakhstan in Ukraine and part-time in the Republic of Moldova was opened.
In 2014, the Consulate General of the Republic of Kazakhstan was opened in Chisinau, Consul General Musalimov Igor Idealovich.
Since March 23, 2017, the Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Republic of Moldova (concurrently) is Ordabaev Samat Islamovich .
The diplomatic relations on the Moldovan side are carried out through the Embassy of the Republic of Moldova in the Republic of Kazakhstan with a residence in Moscow (Embassy of the Republic of Moldova in the Russian Federation).
Since May 2017, Andrei Neguta has been appointed Ambassador Extraordinary and Plenipotentiary of the Republic of Moldova to the Russian Federation (the presentation of credentials in Moscow took place on October 3, 2017).
Political Relations
In September 1999, the President of the Republic of Moldova, Peter Lucinschi, paid an official visit to Kazakhstan.
In September 2003, President of the Republic of Kazakhstan Nursultan Nazarbayev paid an official visit to the Republic of Moldova.
In October 2002, the Prime Minister of the Republic of Kazakhstan, Imangali Tasmagambetov, paid an official visit to Moldova.
March 31 - April 1, 2010, the visit of the Secretary of State - Minister of Foreign Affairs of the Republic of Kazakhstan Kanat Saudabayev to Chisinau and Tiraspol (Transnistria) as part of the OSCE Chairman-in-Office’s tour of Eastern Europe. During the visit, Kanat Saudabayev held talks with the leadership of the Republic of Moldova and the leaders of Transnistria to discuss urgent issues on the OSCE agenda, as well as issues of settlement of the Transnistrian conflict.
Despite the small number of visits, the parties met repeatedly at the summits of international organizations.
In the framework of the meeting of the Council of the Heads of Government of the CIS on May 29, 2015, a bilateral meeting between the Prime Minister of the Republic of Kazakhstan Karim Massimov and the Prime Minister of the Republic of Moldova Kirill Gaburic took place in Burabay.
On August 27, 2015, a telephone conversation took place between the Prime Minister of the Republic of Kazakhstan, Karim Massimov, with the head of the Cabinet of Ministers of Moldova, Valeriu Strelets. During the talks, the parties reaffirmed their commitment to the further development of mutually beneficial cooperation in all areas.
The Republic of Moldova supported the candidacy of the Republic of Kazakhstan in the elections for non-permanent members of the UN Security Council for 2017-2018, as well as the accession of Kazakhstan to the four target conventions of the Council of Europe in the field of criminal proceedings.
On April 14, 2017, in the framework of participation in the meeting of the Supreme Eurasian Economic Council, a meeting of the President of Kazakhstan N. Nazarbayev with the President of Moldova I. Dodon was held at the initiative of the Moldovan side. During the conversation, the heads of state discussed promising areas of cooperation between Kazakhstan and Moldova. Priority guidelines for bilateral cooperation were noted trade, economic and cultural and humanitarian spheres.
Sustained contact is maintained between the foreign affairs agencies. Mutual understanding and proximity of approaches to key international problems are a characteristic feature of the Kazakh-Moldovan political dialogue.
The legal framework consists of 24 international treaties and agreements, 15 of which are signed at the interstate and intergovernmental level.
Economic Cooperation
The basic bilateral document regulating economic relations between the two countries is the Free Trade Agreement of 1995, which provides for the abolition and non-application of further tariff and quantitative restrictions in mutual trade.
In addition, Kazakhstan and Moldova are states parties to the Free Trade Area Agreement, signed in 2011 in St. Petersburg following a meeting of the Council of CIS Heads of Government. The agreement includes the simplification of the legal foundations of trade and economic relations between the signatory countries, the replacement of a number of multilateral and about 100 bilateral documents regulating the free trade regime in the commonwealth space. The agreement was ratified by Moldova on September 20, 2012.
The main directions of bilateral economic cooperation are discussed in the framework of the Intergovernmental Kazakhstan-Moldova Commission on Trade and Economic Cooperation. The co-chairman of the Kazakhstan part of the Intergovernmental Commission is the First Vice Minister of Agriculture of the Republic of Kazakhstan Kairat Aituganov. The co-chair of the Moldovan part has not been approved (the Government of the Republic of Moldova is considering the candidacy of the Vice Minister of Agriculture and Food Industry of the Republic of Moldova, Ion Pari).
On July 22, 2015, the fifth meeting of the Intergovernmental Commission was held in Chisinau. The next meeting is planned to be held in the second half of 2017 in Astana.
Between 2014 and 2016, the volume of mutual trade between Kazakhstan and Moldova decreased three times (from 91.6 to 31.8 million dollars). The key reason for the decline in mutual trade is the increase in the cost of transport and logistics services, due to the introduction of a ban on the import and transit through the Russian Federation of goods from Ukraine. Alternative logistics routes through European countries and the Transcaucasian route significantly increase the cost and delivery time of goods from Moldova to Kazakhstan.
Since the beginning of 2017, there have been positive trends in mutual trade between the two countries: according to the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan for January-August 2017, the trade turnover amounted to $ 24.3 million, which is 39.6% higher than the same period in 2016 ( 17.4 million), exports - 16.2 million, an increase of 80.8% (8.9 million in 2016), imports - 8.1 million, a decrease of 3.8% (8.4 million - in 2016).
Investment Relations
According to the State Registration Chamber of the Republic of Moldova, 29 enterprises with a total volume of Kazakhstani investments in the authorized capital of 10.5 million lei (about 40.8 million US dollars) are registered in the country.
Relations between Kazakhstan and Moldova in the cultural and humanitarian sphere
On December 10, 2012, in the city of Comrat (Gagauzia) on the Walk of Fame, the opening ceremony of the bust of the President of the Republic of Kazakhstan, Nursultan Nazarbayev, timed to coincide with the Independence Day of the Republic of Kazakhstan.
On May 9, 2008, a memorial plaque was erected in the building of the Theoretical Lyceum in the village of Gura-Bykului, Anenii Noi district, in honor of the Kazakh warrior, Hero of the Soviet Union Kanash Kamzin.
As part of the celebration of the 70th anniversary of the Victory in the Great Patriotic War, on the initiative of the Consulate General of the Republic of Kazakhstan in Chisinau on April 24, 2015, apple seedlings were planted in the memorial complex “Eternity” to bring to Moldova a delegation from the city of Aksu, Pavlodar region, in memory of those killed in the Great Patriotic War .
