History
In 1927, during the implementation of the state program for the settlement of lands, several families were relocated to the new place of residence from the village of Chulok in the Buturlinovsky district a little west of the current location of Verkhnyaya Orlovka. The village began to be called the Commune, and later moved to the place of the modern village, receiving a new name - Stalin. Then it began to be called Chulotsky, and subsequently acquired its real name - Verkhnyaya Orlovka.
