Andrei Viktorovich Tyurin was born on February 14, 1968 in Moscow , the USSR .
In 2011, he graduated from the Moscow Institute of Contemporary Academic Education with a degree in law.
In 2008, he ran for deputies of the council of deputies of the municipality of Perovo in the city of Moscow of the II convocation, won the election.
Four years later, he also put forward his candidacy for the post of deputy of the municipality of Perovo III convocation [3] , he also won the election.
