The son of Colonel Justin (Ustin) of Varakomsky - holder of the Order of St. George IV class (1839). Brother of Lieutenant Colonel Alexander Ustinovich Varakomsky - commander of the 13th Caucasian Line Battalion (in 1869).
In 1867-1878, with the rank of colonel, he commanded the Bialystok 50th Infantry Regiment .
