Engineer-captain of the reserve, director-lieutenant colonel of traction, dean of the faculty of electrification of railways of the Dnipropetrovsk Institute of Railway Transport Engineers (DIIT) , head of the Department of Power Supply of the Dnipropetrovsk Institute of Railway Transport Engineers (DIIT) .
He was the initiator and one of the creators of the training and research ground for electric and diesel traction at the Dnepropetrovsk Institute of Railway Transport Engineers (DIIT) .
One of the pioneers of railway electrification in the Soviet Union and Ukraine. While working at DIIT, he trained a whole generation of Soviet electrical engineers.
Co-author of the first Soviet textbook on the design, installation and operation of traction substations.
The author of the first textbook in Chinese for students of technical schools of railway transport and personnel of traction substations, improving their skills.

Biography
Isaac Ryshkovsky was born on May 01, 1903 in with. A boiler house in the Zhytomyr region in a Jewish family. Father, Jacob Eisenberg; mother, Esther-Malka Ryshkovskaya.
From 1924 to 1925 he served in the Red Army in the communications squadron of the 1st Cavalry Division of the Red Cossacks Corps .
In 1931 he graduated from the Kharkov Electrotechnical Institute , faculty of electrification of industry.
From 1935 to 1937 he was one of the first graduate students at the department "Power supply of railways" [1] at the Leningrad Institute of Railway Engineers. at professor HH Kostromitin. Among other works, he described the first experience of operating a traction substation on Soviet automatic equipment [2] on traction substation No. 19 of the Moscow tram. At the end of graduate school, he defended his thesis on the topic “Automation of traction substations and its impact on the power supply system of electric railways”.
Since 1940, the head of the Department of Electric Power Economy of the Tomsk Electromechanical Institute of Transport Engineers (TEMIIT) [3] .
From 1944 to 1950, he headed the Department of Energy at the Dnepropetrovsk Institute of Railway Transport Engineers (DIIT) [4] .
From 1944 to 1965, he was the head of the Department of Power Supply of the Dnipropetrovsk Institute of Railway Transport Engineers (DIIT) .
