Biography
Born in Nisporeni (now the district center of Nisporeni district of Moldova ). He studied in a cheder , from the age of 14 - in a rural school in Nisporeni . Having passed the matriculation exam at the 2nd Odessa gymnasium, he continued his studies at the law faculty of the Imperial Novorossiysk University . He was engaged in economic activities in Akkerman district of Bessarabia.
In 1896 he moved to Odessa . Then he worked in St. Petersburg - as a sworn attorney in the district of the St. Petersburg Trial Chamber (since 1908), [2] a notarial law teacher at the Higher Commercial Courses and at the Institute of Commerce and Industry.
He was published in the Journal of the Ministry of Justice, Law, the Bulletin of Law and Notaries, Judicial Review, Lawyer, Weekly Legal Newspaper, Civil Law Bulletin and other specialized publications. He is the author of the books Civil Law (et al., 1903), Guardianship and Trusteeship (in 2 volumes, 1903 and 1913), Notarial Status (1909, 1912 and 1914), and a number of works on theory and history notaries. He compiled a test program for the notary public (1905). He was a member of the editorial board of Vestnik Prava and Notariata.
Throughout the 1920s, he published in the “Weekly of Soviet Justice”, “Credit and Housekeeping”, “Bulletin of Soviet Justice” and other publications, published a guide to the law of development (1926).
Family
- Son - Joseph Isaakovich Wolman , Doctor of Technical Sciences, Stalin Prize (1943) “for the development of a new design of the radio installation” (one of the creators of the first domestic radars RUS-2 , author and head of the development of antenna devices for these radars) [3] , author of several monographs, including The Technique of Centimeter Waves (Moscow: Sovetskoe Radio, 1949) [4] .
- Grandson - Vladimir Iosifovich Volman (born 1938), Doctor of Technical Sciences, Head of the Department of Technical Electrodynamics and Antennas of the Moscow Institute of Communications (1987-1990), author of monographs and manuals on applied electrodynamics , including Technical Electrodynamics (M .: Communication, 1971), “An Effective Method for Solving the Internal Problems of Electrodynamics” ( Kiev : Knowledge, 1981), “Reference for the Calculation and Design of Microwave Strip Devices” (Moscow: Radio and Communication, 1982).
