The XIX World Festival of Youth and Students is an international youth festival that took place from 14 to 22 October 2017 in Sochi (the day before Moscow hosted a carnival parade from Moscow youth, dedicated to the 70th anniversary of the festival movement). The slogan of the festival is “For peace, solidarity and social justice, we fight against imperialism - respecting our past, we are building our future!”.

The main organizers of the festival are the World Federation of Democratic Youth (WFDY), national preparatory committees in the countries. In Russia, the National Preparatory Committee was established on the basis of the National Council of Youth and Children's Associations of Russia. The NPK of Russia includes 50 of the largest youth organizations in the country, including all WFDM affiliates from Russia and all the youth wings of parliamentary parties. The Russian National Preparatory Committee was headed by Grigori Petushkov, who previously headed the application committee for the festival. Also in Russia, a presidential decree established a government organizing committee, headed by First Deputy Head of the Presidential Administration of the Russian Federation S.V. Kiriyenko, and an executive Directorate for the preparation and conduct of the WFMS on the basis of the contractor of the Roskongres Foundation. ^[1] . In total, over 20 thousand people from more than 180 countries took part in the festival ^[2] . On the territory of Russia, the World Festival of Youth and Students was held for the third time (before this , the 6th festival in 1957 in Moscow and the 12th festival in 1985 were held in Moscow).

Vladimir Putin at a meeting with the participants of the All-Russian Youth Educational Forum "Tavrida" stated that "it is necessary to get away from the politicization of the festival and dedicate it to just young people" ^[3] .

The application for the XIX WFMS was prepared on the initiative of Russian youth organizations - members of WFDM with the support of the Presidential Administration of Russia and the Federal Agency for Youth Affairs , the National Council of Youth and Children's Associations of Russia, the Russian Union of Youth, the International Youth Center and other public organizations and government agencies. For the first time, an application for holding the WFMS was presented by the Russian delegation at the meeting of the General Assembly of the WFDY in Havana (Cuba) on November 10, 2015. The full decision to hold the festival in Russia was made at an international meeting in Moscow on February 7, 2016.

The date and venue, the motto, the logo and the hymn of the festival were approved at the first preparatory meeting in Caracas on June 5, 2016. Ernesto Che Guevara and Mohammed Abelasiz were chosen as WFMS symbols. At the third preparatory meeting in Colombo, it was decided to dedicate the festival to Fidel Castro in recognition of his contribution to the festival movement. On April 28, 2017, by voting in the VKontakte group, the festival talismans were identified - the ermine Shurik (the media mistakenly called the ferret ) ^[4] ^[5] , the robot Chamomile and the polar bear Mishan ^[6] .

September 10, 2016 started a campaign to recruit participants from Russia. From October 1, 2016, foreign delegates began to file applications. More than 50 thousand questionnaires from 183 countries were submitted, the submission of applications for foreign delegates ended on June 16, 2017 ^[7] .

Criticism of the preparation of the festival

Fears about the “privatization” of the festival by the Russian authorities were advanced at the very beginning of the decision to hold the festival in Russia. Because of this, the organization Revolutionary Komsomol (Bolsheviks) refused to sign an application for holding a festival in the territory of the Russian Federation ^[9] .

Later, members of WFMY expressed dissatisfaction with the fact that the Russian side actually deprived the festival of anti-capitalist color, which was originally planned and was present at all other previously held World Festivals of young people and students, and also expressed dissatisfaction with the fact that the Russian authorities are creating various problems for the participation of WFMY at the festival ^{[ 10]} . According to a member of the Presidium of the preparatory committee of the World Festival of Youth and Students from the RKSM (b) Alexander Batov , “among the potential festival participants from France, the Netherlands and other countries registered on the festival site, there are representatives of the far right ” ^[11] . A few days before the festival, Alexander Batov declared that “the Russian authorities in the person of the Directorate, without giving reasons, recalled the invitations of almost a thousand foreign delegates, members of the WFDY” ^[12] .

It was reported that the Federal Security Service did not allow anyone who had administrative violations to the festival, including for participating in unauthorized protest rallies, to the festival ^[13] . Thus, according to unofficial data, 60% of young political activists could not get accredited ^[14] .
