An actively functioning dealer network for the distribution of South American cocaine is being formed, and the Escobar organization is quickly turning into a huge empire. | Under the guise of an employee of the American Embassy in Colombia arrives agent UBN Steve Murphy. As part of the local law enforcement forces, he immediately joined the fight against the organization of Escobar and other Colombian criminal groups, which at that time were completing the formal unification into the Medellinsky cartel. The head of the organization Escobar rules with cruel methods: he mercilessly kills the traitors and all those who dare to stand in his way. The activities of the Colombian cocaine empire is rapidly expanding, and its revenues reach astronomical values, which allows drug barons to lead a defiantly luxurious lifestyle. Escobar does not have time to “launder” millions of dollars constantly flowing to him, so he literally distributes cash to the poor and participates in various social programs for the poor, which contributes to the creation of an alore patron of the poor, Colombian Robin Hood around his name.

In order to counter the threat looming on him, Pablo Escobar finances radical leftist movements, in particular, partisans from the odious extremist organization M-19. His goal is to destabilize the situation in the country. During one of their raids, M-19 militants seize the Colombian Supreme Court and destroy evidence stored in the Escobar case.

They miss home and dream of returning to Colombia, but cannot do so as long as the extradition agreement is in effect. In order to intimidate the Colombian government, Escobar is organizing the assassination of presidential candidate Luis Carlos Galán, who in his electoral program promised to resolutely fight the dominance of the drug business in all spheres of society. After Galan, the most likely candidate for the presidency of the republic is the leader of the Liberal Party, Cesar Gaviria, who, after some hesitation, still decides not to refuse the extradition of criminals to the United States. This decision pushes Pablo Escobar to start a real war with the legitimate authority of Colombia.

For these killings, the cartel pays the perpetrators a reward: for example, the killing of a police officer is estimated at a million pesos. Escobar's henchmen bombed a passenger plane of Avianka, on which Cesar Gaviria is going to fly to Cali. Warned by Steve Murphy about the assassination attempt against him, Gaviria remains alive, but more than a hundred civilians are killed by the crash of an airliner .

Escobar, meanwhile, is trying with all his might to get the repeal of the law on extradition. To this end, he unleashes unprecedented terror across the country: cartel militants organize explosions in public places, kidnap and kill relatives and friends of famous public figures. After abduction of Escobar’s henchmen by famous journalist Diana Turbay, daughter of the former president of the republic, Cesar Gaviria agrees to talks with Escobar.

In exchange, Escobar and his cousin Gustavo Gaviria are ready to surrender to the authorities and serve their sentences in a special prison specially built for them. The commander of the search group, Colonel Horatio Carrillo, meanwhile, tracks Gustavo, delays him and invites him to surrender his boss to the law enforcement agencies. Gustavo refuses to do this - and he is killed. The Colombian Congress repeals the extradition law, and Pablo Escobar, according to his promise, surrenders to the authorities.

In accordance with the agreement, law enforcement officers are forbidden to approach the prison closer than two kilometers. However, Steve Murphy and his partner, Javier Pena, establish surveillance of Escobar’s contacts - they are trying to prove that Pablo continues to lead the cartel even because of the grille. Meanwhile, the Medellinsky cartel itself is on the verge of collapse: new leaders appear who are not satisfied with Escobar’s “military tax” imposed on them and who therefore do not want to obey their boss anymore. Two of them, Moncada and Galliano, Escobar accuses of treason and kills right in the prison.

The authorities use the murder of Escobar Moncada and Galliano as a pretext to toughen their position towards the prisoners of La Catedral: the units of the regular army surround the prison around the perimeter and in fact arrange its complete blockade. The Vice-Minister of Justice Eduardo Sandoval arrives at the talks with Escobar. He demands that Escobar agree to transfer to another prison. However, Pablo refuses to submit to the authorities and takes the vice minister hostage. As a result of the storming of the prison by special forces, almost all the bandits were destroyed, and Eduardo Sandoval remains intact. Escobar himself and several of his assistants manage to escape through a previously dug underground tunnel.

To confuse the pursuers, Escobar buys tickets for flights to eight different countries of the world. The clerks of Avianka, which has long-standing accounts with the Medellín cartel responsible for the flight to Cali in November 1989, pay attention to the name of Escobar in the passenger lists and report the forthcoming drug lord’s family to the authorities. The latter actively intervene in the situation and seek to ensure that the Escobar family, who arrived in Germany in the meantime, are reluctant to be allowed into the country. The leaders of the operation to eliminate Escobar are seeking the return of the mother, wife and children of the drug lord to Colombia, where they are given the role of "bait". However, by order of the republic’s prosecutor, the Escobar’s family is taken over by a special police unit. Furious with the misadventures of his family, Pablo Escobar orders an explosive car to be blown up in the immediate vicinity of the Colombian President’s Palace.

| The explosion in the center of Bogota, organized by Pablo Escobar, leads to numerous civilian casualties and changes public attitudes towards the Medellín cartel boss: no one considers the drug lord Colombian Robin Hood anymore. In telephone conversations with the republic's prosecutor, Escobar is willing to discuss the terms of surrender to the authorities in exchange for freedom for his family outside Colombia. However, President Gaviria no longer wants any negotiations with Escobar - only his death. The search group tracks down and arrests several more close associates of the drug lord, and, thus, the ranks of his associates continue to thin. Using the forced self-isolation of Escobar, which makes it extremely difficult for him to manage his empire, the bosses of the Cali cartel increasingly confidently seize the markets for cocaine and its delivery routes that belonged to Medellin’s cartel. They cruelly deal with Escobar dealers and replace them with their own people. Escobar finds a way to transfer a radiotelephone to the family under police supervision and calls his wife from time to time. | |||||

The policemen guarding the family of the drug lord becomes aware of Pablo's telephone conversations with his wife. These conversations are attempted by interception officers of the special reconnaissance unit of the search group, who tirelessly improve radio direction finding methods. The republic’s prosecutor informs Escobar’s wife that she can no longer guarantee her and her children’s safety and advises Tate to convince her husband to surrender to the authorities. CIA agents are actively interfering in the process of apprehension of Escobar: now that all the dirty work has already been done, they accuse Javier Peña of collaborating with drug lords and threaten to prosecute him. After a quarrel with his father, during which the latter called his son a murderer, Pablo Escobar leaves the farm and returns to Medellin.

The police, as promised at the very beginning of the hunt for the boss of the Medellinsky cartel, pose at the body of the cocaine king thrown from the throne.
