The name comes, on the one hand, from the position of “ adviser ” (adviser → senior adviser → chief adviser → adviser-envoy) and, on the other hand, from the division of heads of diplomatic missions into “ ambassadors ” and “ envoys ” that was practiced in the past, on the significance of the mission.
In small embassies, the post of adviser-envoy may be absent, the function of the second person is performed by the second senior diplomat, while in key countries the embassy may have 2 or even more (common practice of the US diplomatic service) advisers-envoys.
