Lutsk Synthetic Leather Plant ( Ukrainian: Lutsk Synthetic Shkir Plant ) is an industrial enterprise in the city of Lutsk, Volyn Region .

The first enterprise in the USSR, which mastered the pilot industrial production of needle-punched fiber-based synthetic leathers with impregnation, application of the front layer and treatment with solutions of polyester urethanes in dimethylformamide [1] .

History

1968 - 1991

The construction of the enterprise (originally named the Lutsk Synthetic Leather and Shoe Board Factory ) [2] began in 1968 in accordance with the eighth five-year plan for the development of the USSR national economy , and in 1973 the first phase of the plant was commissioned [1] .

In 1975, the company's specialists improved the technology for the production of cardboard for shoe insoles [3] .

In 1976, the second phase of the plant was commissioned [1] .

In the early 1980s, the company began the introduction of an automated process control system [1] .

As of the beginning of 1981, the plant produced synthetic leather for shoe upper, molded backs and shoe cardboard , while the synthesis of polyurethanes necessary for the production of artificial leather was carried out at the enterprise [1] .

In August 1982, it was decided to increase the production of consumer goods by the plant [4] , according to which in the spring of 1986 a decision was approved to expand the enterprise [5] . The modernization of production facilities was carried out in 1987 - 1990.

In Soviet times, the plant worked in industrial cooperation with the Lutsk shoe factory and was one of the main industrial enterprises of the city [2] .

After 1991

In May 1995, the Cabinet of Ministers of Ukraine approved a decision on the privatization of the plant during 1995 [6] , later the state-owned enterprise was transformed into a limited liability company .

In the early 2000s, part of the unused production space of the plant was transferred to the construction of mini-refineries with a design capacity of 5 thousand tons of oil products per year. In the second half of 2002, the Ukrainian-Polish company NaftaPol began the installation of a cracking unit for the disposal of used engine oils and a gasoline distillation unit [7] (a set of German technological equipment was manufactured by VEB Mashinen- und Apparatbau Grimma) [8] . The entry of Ukraine into the WTO in May 2008 (with the subsequent transition to a fuel standardization system in accordance with EU legislation) and the economic crisis that began in 2008 complicated the implementation of the project. The Polish partner of the Naftopol SA project left the joint venture, and its Ukrainian founders began searching for the missing 4.5 million hryvnia of investments necessary to launch a mini-refinery. The cancellation by the State Committee of Ukraine on Technical Regulation and Consumer Policy of technical conditions for gasoline components KB-92 and KB-95, which significantly reduced the profitability of oil and gas condensate refining at mini-refineries, on December 23, 2009, and by the beginning of 2010 this project was stopped [9] .

As of the beginning of 2011, the plant was one of the largest operating enterprises in the city [10] .
