Biography

Born on September 2, 1979 in Kaliningrad [3] [4] . In his youth he was engaged in pentathlon [4] .

In 2000 he graduated from the Kaliningrad Law Institute of the Ministry of Internal Affairs of Russia (now a branch of the St. Petersburg University of the Ministry of Internal Affairs of Russia) with a degree in jurisprudence. After graduation, he spent two years in the criminal investigation department of the Kaliningrad criminal police [4] .

In July 2001 he joined the Communist Party of the Russian Federation. He worked with citizens' appeals in the party public reception, held the position of assistant legal adviser, and went all the way to the deputy head of the legal department of the Central Committee of the Communist Party [3] . Represented the interests of the Communist Party in the Central Election Commission and the Supreme Court of Russia. He was an assistant to the deputy of the State Duma, a member of the Communist Party faction Anatoly Lokot [4] .

In 2004, he graduated from the Russian University of Innovation with a degree in political technology. March 12, 2006 he participated in the election of deputies of the Kaliningrad Regional Duma of the IV convocation from the Communist Party, was a member of the regional group "Soviet", but did not go to parliament. He later held the position of referent, senior referent of the apparatus of the Communist Party faction in the State Duma [4] .

On December 2, 2007, he participated in the elections to the State Duma of the fifth convocation according to the party list of the Communist Party of the Russian Federation (second number in regional group No. 52, Nizhny Novgorod Region), but was not elected as a deputy [4] .

From 2007 to 2009, he was a member of the CEC of Russia. In 2008, he graduated from the full-time department of the Diplomatic Academy of the Ministry of Foreign Affairs of Russia with a degree in international relations [3] [4] .

In October 2008, at the XIII Congress of the Communist Party, he was elected a member of the central committee of the party, subsequently, in particular, at the XVII Congress on May 27, 2017, he was repeatedly re-elected [4] .

October 11, 2009 was elected to the Moscow City Duma of the V convocation on the list of the Communist Party; He entered the citywide part of the list, headed the regional group No. 14. In the capital’s parliament, Klychkov headed the Communist Party faction. In December 2011, he was elected a deputy of the State Duma of the Russian Federation VI, however, he refused his mandate (transferred to V. R. Rodin ), remaining a deputy of the Moscow City Duma [4] .

He was again elected to the Moscow City Duma in the elections held on September 14, 2014 . He ran for single-mandate constituency No. 21 (part of the Vykhino-Zhulebino district and Ryazan district ), bypassed candidate from the United Russia party Vladimir Zotov (32.16%) and was elected to the VI convocation [3] .

In Moscow City Duma, he was the head of the Communist Party faction, and also headed the commission for public associations and religious organizations. He was a member of the commissions for urban planning, state ownership and land use; according to the legislation, regulations, rules and procedures; the joint commission of the Moscow City Duma and the Moscow Regional Duma for the coordination of legislative activities in urban economy and housing policy [5] . On February 24, 2014 Klychkov was a member of the Presidium of the Central Committee of the Communist Party, and on May 27, 2017 he was a secretary of the Central Committee of the Communist Party. He is also the secretary of the Moscow City Committee of the Communist Party, and besides that, he is an adviser to the chairman of the Central Committee, Gennady Zyuganov [4] .

In September 2016, Klychkov ran for the State Duma of the Russian Federation VI, but again did not receive a deputy mandate. In early 2017, the politician announced that he intends to take part in the mayoral election in Moscow in 2018 [4] .

On October 5, 2017, by decree of the President of Russia Vladimir Putin, he was appointed interim governor of the Oryol region [3] [4] . Klychkov himself said that for him the proposal to take this position was to some extent unexpected. “This addition is valuable, which, perhaps, was not enough. I consider this issue not as leaving Moscow, an attempt to throw it, but as an additional challenge that I will try to implement, ”he emphasized [6] .

On a single voting day on September 9, 2018, he won the early elections of the governor of the Oryol Region, receiving 83.55% of the vote [7] . September 14, 2018 Klychkov took over as head of the region; the inauguration ceremony was held in the Round Hall of the regional government [8] .

Personal life

Parents of Andrei Klychkov are graduates of the Kaliningrad Technical Institute of the Fishing Industry and Economy . Father, Yevgeny Klychkov, served as first secretary of the Central District Committee of the Komsomol of Kaliningrad, secretary for propaganda and agitation of the bureau of the regional committee of the Komsomol; worked at the Kaliningrad base of expeditionary fishing as a master of fish processing, as an assistant to the captain for the production of fishing industry vessels on the fleet. Mother, Elena Klychkova, worked at the Research Institute of Fisheries, where she was engaged in scientific and teaching activities [4] .

Klychkov is married, the father of two sons born in 2008 and 2015 [4] . Wife - Valeria, graduated from the Moscow Aviation Institute [4] .

According to open data, the amount of Klychkov's declared income for 2016 amounted to 512.6 thousand rubles, spouses - 116 thousand rubles. Klychkov’s apartment is 54.5 square meters in use; he owns the all-wheel drive transporter LuAZ-967 [4] .

In an interview with the Internet publication “Family Values” in 2014, Klychkov said that he was fond of various sports, including roller-skating, biking, skiing, and shooting at the shooting range, and he called the latter a hobby from his “police past” [ 9] . His hobbies include hunting and fishing [9] [10] .
