Censorship Committee - a committee created in the Russian Empire under the Ministry of Education in pursuance of the Charter on Censorship of July 9, 1804 .
The charter of censorship, in particular, read: [1]
1. Censorship has the obligation to consider all kinds of books and essays that are appointed for public use.
2. The main subject of this consideration is to deliver to society books and essays conducive to true enlightenment of the mind and the formation of morals, and to remove books and essays contrary to this intention.
3. On this basis, not a single book or essay should be printed in the Russian Empire, nor put up for sale without being previously considered by censorship.
The Central Censorship Committee was the St. Petersburg Censorship Committee, which reported directly to the trustee of the St. Petersburg school district. At the same time, censorship committees were created at the Moscow , Vilensky, Derpt, Caucasian regions, and later in others. All print and manuscripts were subject to censorship. [2]
At the beginning of the 20th century, the Censorship Committees were part of the Ministry of the Interior [3] .
