According to UCI rules, all 19 ProTour teams were required to take part in the race. Also, its organizers provided a wild card for 2 professional continental teams. [2] Each team could consist of no more than 8 cyclists. All 160 athletes went to the start of the competition.

On Eneko Tour 2013 3 different T-shirts were played. The leader of the general classification , which was calculated by summing the time of each rider shown at each stage, was awarded a white T-shirt. In addition, this classification took into account temporary bonuses for the finish in the first three places at all stages except stage 5 ( individual race ): 10 seconds for the first place, 6 for the second and 4 for the third, as well as at intermediate finishes: 3 seconds for first place, 2 for second and 1 for third. The driver with the lowest total time became the winner of the general classification and the entire race.

The leader of the spectacle classification wore a red shirt. The place in this classification was determined by the points accumulated by the rider for the finish in the top 10 at the stages and for the first three positions occupied at intermediate finishes, coinciding with those at which bonus seconds were played.
The black shirt was awarded to the leader of the fighting classification , which was calculated by the sum of points scored by riders exclusively at special intermediate finishes ( primus checkpoint sprint ). The following points were played on each of them: 10 points for the first place, 8 for the second, 6 for the third, 4 for the fourth and 2 for the fifth. Additional points were added to these points if, at the time of crossing the finish line, there were advantages over the peloton and depending on its size: 1 point for an advantage of 30 sec., 2 - in 1 min., 3 - in 2 min., 4 - in 3 min., 5 - in 4 min. and more.
There was also a team classification in which the positions of the participating teams were determined by the total time shown by the three best racers of each team at each stage. The team with the lowest total time after the last stage became the winner of the classification. [3]
