State Bank of data on children without parental care (GDB)
It was created in 2001 on the basis of Federal Law of 16.04.2001 No. 44-ФЗ “On the State Databank of Children Left Without Parental Care”.
The State Databank is a state information system about children left without parental care and who need a family device. The data bank consists of specialized databases generated at the level of the constituent entities of the Russian Federation (regional data banks) and a generalized database at the federal level.
Content
The GDB Information System allows you to
- the processes of collection, processing, accumulation, storage, search, primary accounting of data on children left without parental care (OBPR),
- providing citizens wishing to take children to bring up their families with documented information (questionnaires) about children of OBPR,
- providing the guardianship authorities with documented information about citizens who want to take children to their families.
Goals for the Formation and Use of GDB on Children
- registration of children without parental care;
- rendering assistance in the placement of children in raising families of citizens;
- creation of conditions for obtaining complete and reliable information about children without parental care;
- registration of citizens who want to take children to their families.
Subdivisions
The federal operator of the state databank of children (hereinafter referred to as the federal operator) is the federal executive body authorized in the field of guardianship and trusteeship and is responsible for providing information about children of the BPR. At the moment, this is the Ministry of Education of the Russian Federation. The Federal Operator has a special website to promote the family arrangement of children of OBPR. The site consists of a text part with recommendations, legislation, contact details, articles and an automated search system for profiles of children who need to be transferred to a family;
The regional operator of the state databank of children (hereinafter referred to as the regional operator) is the executive authority of the constituent entity of the Russian Federation authorized in the field of guardianship and trusteeship and organizing the placement of children without parental care for family upbringing.
Use of GDB by citizens
Open information about children who need to be transferred to foster care is published on the websites of regional operators, the Federal Operator and other organizations that received this information through official means.
Citizens who wish to take their children into their families are entitled to contact any regional operator or federal operator of their choice for information about the children of OBPR, regardless of their place of residence.
To obtain documented information about the child and referral to get to know him:
- Provide a passport or other identification document;
- Submit an application for the selection of a child;
- Provide a Conclusion on the possibility of being an adoptive parent, or guardian or adoptive parent;
- Fill out the form.
Access to confidential information about the child (the child’s questionnaire) can only be obtained by candidates for adoptive parents, guardians and adoptive parents who have undergone special preparation, assessment and received the opinion of the guardianship authority about the possibility of taking the child into the family.
The selection of children's profiles based on candidates' applications is made within 10 days from the date of written request.
When reviewing the questionnaire, which contains confidential information about the child, the candidates give a subscription on non-disclosure of this information.
There is a direction for acquaintance with the child for 10 calendar days. In some cases, it is possible to extend the direction of the referral for 10 days.
The procedure for the formation and use of GBD was introduced by Order of the Ministry of Education and Science of Russia dated February 17, 2015 N 101 (as amended on March 17, 2016) “On approval of the Procedure for the formation, maintenance and use of the state database of data on children without parental care”
