Biography
Christoph Castaner was born on January 3, 1966 in the French commune of Olyule . He received a diploma in international law and criminology from the University of Aix-Marseille, then studied political science.
Career
He came to politics as technical adviser , then headed the office of Minister Michel Rocard [2] .
In 2001, elected mayor of Forkalkier .
From 2004 to 2012 - Member of the Regional Council of Provence-Alpes-Cote d'Azur .
In 2012, he was elected from the Socialists as a deputy of the French National Assembly in the 2nd district of the Alps department of Haute Provence , defeating Jean-Claude Castell, candidate of the Union for the Popular Movement , in the second round with a result of 54.04% [3] .
In 2017, he supported Emmanuel Macron in preparation for the presidential election . On May 17, 2017, he took office as the Secretary of State for Parliamentary Relations and the official representative of the government in the formation of the first cabinet of Edouard Philippe [4] .
On June 18, 2017, in the second round of voting, he was re-elected as a deputy of the National Assembly from the presidential movement “ Forward, Republic! ”In his former constituency with a result of 61.57% (in the first round he received 44.04% of the vote, then Leo Walter, candidate of Unconquered France , who was supported by 16.55% of the voters) remained in second place [5] . June 21, 2017 retained his posts in the second government of Philip [6] . July 21, 2017 refused the deputy mandate while working in the government.
October 25, 2017 announced the entry into the struggle for the post of party leader (according to the newspaper Le Monde, support for Castaner was provided by President Macron, who preferred his secretary of state to the Minister of Economics and Finance Benjamin Grivo ) [7] .
On November 18, 2017, at the first congress of the Forward, Republic Party in near Lyon , being the only candidate, unanimously, with two abstentions, he was elected leader of the party as the general delegate (délégué général) [8] . On November 24, 2017, Benjamin Grivo replaced Castaner as the official representative of the government [9] .
Minister of the Interior
On October 16, 2018, as a result of a series of rearrangements in the second government, Philip received the portfolio of the Minister of the Interior [10] .
On October 19, 2018, the Party’s National Bureau elected a public relations specialist, Philippe Grangon, as interim leader of the party until the election of a new general delegate. [11]
In the fall of 2018, one of the main problems of the French Ministry of the Interior was the movement of “yellow vests” , which began due to an increase in taxes on automobile fuel. On December 1, throughout France, 680 protesters were detained for violations of law and order (430 of them in Paris), 630 were subsequently detained. 263 people were injured in clashes, including 81 police officers. In total, 136 thousand people participated in the demonstrations on this day (November 24 - 166 thousand, and November 17 - 282 thousand) [12] .
On December 7, 2018, French public opinion was thrilled by the video spread over the Internet. The unknown person captured dozens of lyceum students on the eve of the police detained in Mant-la-Jolie - they were on their knees with their hands on the back of their head or their hands tied, guarded by police in full ammunition [13] . Castaner publicly justified the actions of his department, saying that about a hundred extremists, armed with batons and bottles of flammable liquid, mixed with protesting high school students and attacked law enforcement officers who responded in accordance with the established procedure. According to the newspaper Le Monde , an investigation was launched to identify the author of the video [14] .
In the evening of December 11, 2018, an unknown person opened fire on a crowd at the Christmas market in Strasbourg , three people died on the spot, 13 were injured. The suspect fled the scene, and Christoph Castaner arrived in Strasbourg before midnight, announced that he was being sought and strengthened at Christmas markets, and also said that the military involved in order, twice opened fire on the criminal [15] .
The July 29, 2019 discovery of the body of , who was missing on June 22, 2019 during a police operation at a music festival in Nantes, received great publicity. Speaking to the press on July 30, family lawyer Me Cecile de Oliveira approved the speech of Prime Minister Philip, who called the disclosure of the crime a matter of national importance, but demanded to wait for the official report of the on the involvement of the police in the death of a young man [16] . According to the conclusions of the GINP published on the same day, on the night of June 22, a group of 24 police officers arrived at the music festival in order to turn off the equipment after 4 a.m. - the deadline for which the organizers received permission. Riots arose during which several people fell in the Loire , but the investigation also received testimony about the fall of people into the river before the police intervened. As a result, the document states that there is no evidence of a direct causal link between the death of Kaniso and the actions of the police [17] .
Family
The youngest of the three sons of a regular military man, a native of a poor family in Charente , a veteran of the French wars in Indochina and Algeria . At 17, Christophe Castaner left home and began an independent life. Married to a bank employee, father of two daughters [18] .
