Biography
Vladimir Ovchintsev [5] [6] was born December 25, 1945 in a family of hereditary workers of the Barricades factory . Vladimir Petrovich began his career in 1963 after graduating from the secondary school of Volgograd at the defense enterprise "Barricades" as a student of a turner. He worked as an engineer, secretary of the Komsomol committee of the 27,000th plant.
In 1975, V.P. Ovchintsev [7] was transferred to work in the apparatus of the Komsomol regional committee as a deputy head of the propaganda and cultural work department. After the Komsomol, he worked in the regional committee of the CPSU (from instructor to manager of affairs), regional and city administrations.
In 1998, the leader of the Volgograd regional branch of the All-Russian socio-political movement "Our Home - Russia".
From 2001 to 2003, he headed the regional branch of the All-Russian political party United Russia. He stood at the origins of the formation of the party "United Russia" in the Volgograd region.

His first song, “Song of our unit,” was sung by the choir in the army. “Song about Volgograd” and “Russia Homeland” were written by Vladimir Migulya , “Shukshin Rock” - Anatoly Klimov, singers Olga Gette and Alexander Makarenko recorded an album of songs on Ovchintsev’s verses “Galley of Love”, the author’s CD “Galley of Love” was released in Austria .
