Vladimir Ovchintsev [5] [6] was born December 25, 1945 in a family of hereditary workers of the Barricades factory . Vladimir Petrovich began his career in 1963 after graduating from the secondary school of Volgograd at the defense enterprise "Barricades" as a student of a turner. He worked as an engineer, secretary of the Komsomol committee of the 27,000th plant.

In 1975, V.P. Ovchintsev [7] was transferred to work in the apparatus of the Komsomol regional committee as a deputy head of the propaganda and cultural work department.
