Elections to the Regional Duma and the House of Representatives of the Sverdlovsk Region in 1996 were held on April 14 . They became the first election under the "new scheme" in both chambers of the regional Legislative Assembly, bicameral at that time.

Lower House
Elections to the Regional Duma , elected on a proportional basis , were held in the general regional district according to party lists for 4 years, but with a shift for 2 years, the so-called rotation, in which once every 2 years only 14 of the 28 deputies of the lower house were elected. This not only increased the cost of the mandate of the deputy of the Regional Duma practically to the value of the mandate of the deputy of the State Duma of Russia, but also allowed the executive branch of the region to resist any attempts of the population to influence its policy. In fact, the rotation practice introduced by Eduard Rossel turned the Sverdlovsk region into the most undemocratic region of Russia. On the other hand, only rotation allowed him to retain power after the disastrous defeat in the elections of the Ural Transfiguration in 1998. 14 deputies of the regional Duma elected in 1994 for two years, without participating in the elections, received a prolongation of their powers for another 2 years until 1998.

Upper Chamber
The House of Representatives (in the opinion of journalists, the House of Lords of the Oblast, and the Senate of the Oblast) appeared in accordance with the Charter of the Sverdlovsk Oblast , adopted in late 1994. Her powers were prescribed in Article 42 of the Charter, the main of which was the approval of laws adopted by the Regional Duma . Unlike the lower house (Regional Duma), which was elected on a proportional basis , the SEP was elected on a majority basis - the candidate with the highest number of votes in the electoral district became the winner. The number of members of the Chamber is 21 deputies.
However, on April 14, 1996, only 19 deputies were elected in the elections of the House of Representatives of the first convocation due to the low turnout in Yekaterinburg . At the by-election on June 16, 1996, 2 more deputies were elected (S. A. Akulov and GI Stepanenko) and the chamber became fully staffed. March 3, 1998 G. I. Stepanenko was killed.
