In a joint Resolution of the Central Committee of the CPSU, Council of Ministers of the USSR, the All-Union Central Council of Trade Unions and the Central Committee of the All-Union Leninist Young Communist League of January 21, 1976, No. 49 “On All-Union Socialist Competition for Improving Production Efficiency and Quality of Work, for Successful Implementation of the National Economy Plan for 1976”, ministries and departments were asked to organize a study best practices of institutions (organizations, etc.) awarded with the aforementioned memorable sign [1] . And in another joint document of December 30, 1976, No. 1081 “On the All-Union Socialist Competition for Improving the Efficiency and Quality of Work, Successful Fulfillment of the Tasks of the Tenth Five-Year Plan” of the CPSU Central Committee, Council of Ministers of the USSR, All-Union Central Council of Trade Unions and the Central Committee of the All-Union Leninist Young Communist League quality of work in the tenth five-year plan ” [2] . This time, the full list of groups awarded with memorable signs “For high efficiency and quality of work in the Tenth Five-Year Plan” was not published in the central press. In the republican, regional and regional press, only enterprises (institutions, etc.) were published that belong to the respective republics, territories and regions.

Mark Description
The mark consists of three overlaid elements:
- A five-pointed convex star, the rays of which are formed by a gold frame, with ruby glass plates fixed in it.
- A laurel wreath, interlaced with red with a gold border around the edges of the ribbon, falling in the form of a bow at the intersection of branches. On the visible segments of the ribbon from bottom to left up to the right in a clockwise direction, the years of the Tenth Five-Year Plan are drawn in gold - 1976, 1977, 1978, 1979, 1980.
- Gold medallion, framed below with a wreath of golden ears and decorated with a golden image of a sickle and hammer, and also topped with a circular inscription: "For high efficiency and quality of work in the Tenth Five-Year Plan." The medallion in the rays of the bright sun, standing at its zenith, on the blue sky is placed symbolic images of the main branches of the USSR national economy: the coal industry, the oil industry, the gas industry, metallurgy, agriculture, housing, hydropower.
This memorial sign had several significant differences from its predecessor, the memorial sign "For Labor Difference in the Ninth Five-Year Plan." Two natural differences: the name of the mark - "For high efficiency and quality of work in the Tenth Five-Year Plan" and the years of the Tenth Five-Year Plan - 1976-1980. In addition, the medallion lacked a symbolic image of one of the branches of the national economy of the USSR - nuclear energy.
