Biography
Born in 1894 in the Surazh of the Chernihiv province. Member of the RCP (b) since 1920.
In 1912 - 1915 - Pharmacist student in Perm, Saratov.
In 1915-1916 - he served in the army in the reserve battalion in Glazov .
In 1917-1919 he worked in pharmacies in Kazan, Perm, Harbin, Vladivostok.
In 1920-1921 in Shanghai, then in Chita.
Since 1922 he lived in Petrograd
In 1924-1929 - Head of the Petrograd District Health Department,
He graduated from the 1st Leningrad Medical Institute in 1928.
Since 1929 he worked at the Traumatology Institute, since October 1931 - its director.
In 1938 he defended his doctoral dissertation on the topic "Surgical treatment of some forms of extrapyramidal hyperkinesis with operations on the pathways of the spinal cord."
During the Great Patriotic War , in April 1942, he was appointed head of the Leningrad Health Department of Leningrad. At the same time, he continued to lead the institute, its neurosurgical department, and since 1944 he lectured at the Department of Rare Diseases of the 1st LMI.
For work during the war years he was awarded the Order of the Red Banner of Labor (1944) and the Order of the Patriotic War of the 1st degree (1945), medals " For the Defense of Leningrad " and " For the Victory over Germany ."
In the difficult months of the Siege of Leningrad, thanks to its tireless energy and experience, the network of medical institutions was quickly restored and expanded.
Many thousands of Leningraders were saved from death as a result of the activities of the health authorities under the guidance of comrade Moshansky F.I.
Directly led anti-epidemic measures and ensured a successful fight against infectious diseases in the rear of the Leningrad Front .
Worked simultaneously as a highly qualified neurosurgeon. Saved not one hundred wounded soldiers and commanders.

In June 1949, in connection with the “struggle against cosmopolitanism” and the “Leningrad affair,” he was dismissed, left for Novosibirsk, and then was on teaching at universities in Leningrad.
Since 1955, the head. neurosurgical department of the Leningrad Research Psychoneurological Institute. Ankylosing spondylitis .
He was elected deputy of the Supreme Council of the RSFSR of the 2nd convocation.
He died in 1991.
