Forum of Strategists (All-Russian Forum "Strategic Planning in the Regions and Cities of Russia") is an annual business all-Russian event held in St. Petersburg since 2002. The Forum of Strategists is a platform for discussing methods and mechanisms of strategic planning and constructive discussion on the most important and pressing issues of implementing strategies and integrated projects for the development of cities and regions of the Russian Federation [1] .

The key mission of the Forum is to contribute to the sustainable socio-economic development of cities and regions of Russia, supporting multilateral dialogue on long-term development priorities, creating and promoting advanced development management standards, forming a coherent view of territorial and strategic planning systems [2] [3] .
History
The First All-Russian Forum of Strategic Planning Leading Cities was held April 18-19, 2002 under the auspices of the Leontief Center and the Moscow representative office of the Eurasia Foundation. The Forum was attended by over 100 people, among whom were representatives of federal authorities and administrations of more than 50 municipalities and constituent entities of the Russian Federation, as well as experts from international donor organizations ( Soros Foundation , World Bank and others) and other consulting and research organizations [4 ] . The main events of the Forum were the exchange of experience between Russian cities-leaders of strategic planning and discussion of real results, as well as key factors holding back the processes of development and implementation of strategic documents [4] .
The anniversary XV all-Russian forum “Strategic planning in the regions and cities of Russia: dialogue in search of coherence”, held in 2016, during the two-day program brought together more than 1000 Russian and foreign experts in the field of strategic planning [5] . The program of the forum included more than 30 events [5] . One of the organizers of the Forum, the Ministry of Economic Development of the Russian Federation, held several round tables: “The Strategy of Russia”, “Scenarios for the spatial development of Russia and their socio-economic efficiency” and others. The international part of the Forum program was presented by events dedicated to the development of cross-border cooperation and strategic partnership between Russia and the European Union, including in the Baltic Sea region [5] .

Former Minister of Finance of the Russian Federation, Chairman of the Accounts Chamber of the Russian Federation, Alexei Kudrin, believes that “the Forum is a very good platform for sharing experience and gaining new knowledge in the field of strategic planning” [6] .
Dmitry Azarov, Chairman of the Federation Council Committee on the Federal Structure, Regional Policy, Local Government and Northern Affairs (2014-2017): “During the existence of the Forum of Strategists, we managed to direct the thinking of leaders of all levels into a strategic direction” [7] .
VEB.RF Deputy Chairman (Chief Economist) - member of the Management Board Andrey Klepach spoke positively about the Forum: “A fruitful exchange of views, discussions held within the framework of the Forum provided an additional impetus to the participants in further improving the tools and mechanisms for the development of the constituent entities of the Russian Federation” [7 ] .
According to the acting Governor of St. Petersburg Alexander Beglov: “The Strategists Forum is the largest forum in Russia for discussing issues of strategy, improving the urban environment, planning and sustainable development of the regions. The northern capital remains the center for the development and implementation of innovative ideas. Here the first strategic plan in Russia was adopted, and today the long-term Strategy for the economic and social development of St. Petersburg is being successfully implemented ” [7] .
The Governor of St. Petersburg (2011-2018) Poltavchenko also spoke positively about the Forum [8] :

According to the vice-governor (2014-2018) of St. Petersburg Igor Albin, “The Strategists Forum has become the hallmark of St. Petersburg” [9] .
Minister of Economics of the Sverdlovsk Region Dmitry Nozhenko about the Forum: “I have been participating in the Forum from the Sverdlovsk region for the third time. And every time I take out a large amount of knowledge from here, for implementing them directly in the region. I believe that this is a stable system platform for professionals to gather and exchange opinions ” [7] .
Anastasia Kuznetsova, Minister of Economics of the Kaliningrad Region (2013-2016) about the Forum: “Every year, over the course of 15 years, the Forum ... determines the main strategic directions of the country's development, being, in fact, one of the main discussion platforms at which complex projects and strategies of cities and regions of the Russian Federation ... ” [7] .
The head of the city of Norilsk (2012-2017) Oleg Kurilov about the Forum: “The Forum ... made it possible to discuss ideas and plans for the development of Russian regions in terms of global problems and trends ... Speakers made an in-depth analysis of many aspects of regional problems. The exchange of opinions between politicians, scientists and practitioners has become extremely useful. The conference was remarkably prepared from all points of view, from the preliminary work of the organizers with the participants and the selection of invited speakers to the direct holding of meetings and round tables ” [7] .
