Maksat Mamedsaparovich Babayev ( Turkmen. Maksat Babaýew , 1974 , Ashgabat ) is a Turkmen statesman.

In 1996 he graduated from the Turkmen Polytechnic Institute . By specialty - mining engineer.
From 1991, he worked as a laboratory assistant at the Turkmen Polytechnic Institute , from January to June 1997 - chief specialist of the gas technical control department of the state-owned trading corporation Turkmennebitgaz.
1999–2005 - Engineer, Chief Specialist of the Capital Construction Department, Senior Inspector of the Central Dispatch Service, Deputy Head of the Ashgabat branch of the Turkmengazosnabzhenie association.
2005—2009 - Head of the gas engineering control service at the Nebitgazhowpsuzlyk Department of the Turkmengas State Concern .
2009-2011 - Head of the Department "Așgabatgaz" of the association "Turkmengazupjünҫilik" GC "Turkmengaz".
2011–2012 - Chairman of the Turkmengazosnabzhenie association of the Turkmengaz State Corporation [1] .
2012–2017 - Deputy Chairman of the State Concern "Turkmengaz" [1] . In March 2013, Babayev was reprimanded for “shortcomings made during the construction of a gas compressor station at the Malay gas field” [2] [3] .
January 13, 2017 - April 5, 2017 - State Minister of Turkmenistan - Chairman of the State Concern " Turkmengaz " [4] .
From 05.04.2017 - Deputy Chairman of the Cabinet of Ministers of Turkmenistan for oil and gas [5] .
11.04.2018 was removed from his post with transfer to another job [6] .
In May 2017, Maksat Babayev announced the discovery by law enforcement agencies of cases of bribery and corruption in all enterprises of the oil and gas complex of Turkmenistan, including those in senior positions, and demanded that measures be taken to eliminate such cases [7] . Some media outlets related this speech to the anti-corruption campaign launched by the President of Turkmenistan, which in turn was caused by a decline in revenues from the oil and gas sector due to falling world prices if necessary to implement a number of costly projects, in particular, the preparation and holding of the fifth Asian Indoor Games in Ashgabat in May 2017 years [8] .
On August 31, 2017, Maksat Babayev was appointed by the President of Turkmenistan Gurbanguly Berdimuhamedov as curator of the Mary velayat [9] .
On November 1, 2017, at a meeting of the Cabinet of Ministers of Babayev, Babayev was reprimanded by President of Turkmenistan Gurbanguly Berdimuhamedov "for the unsatisfactory discharge of official duties and the inadequate organization of work in the supervised industries" [10] .
From 28 to 29 November, at the 28th session of the Energy Charter Conference held in Ashgabat, he acted as Chairman of the Conference as a representative of the organizing country [11] [12] [13] .
