In 1995, he graduated from the Turkmen State University , majoring in physics.
Career
He began his career in 1995 as a junior researcher at the Institute of Mathematics and Computer Technologies. Then he worked as a clerk, technician, and chief engineer at the 10th road maintenance department of the Turkmenavtotellary State Concern. Then he was appointed consultant of the transport and communications department, head of the department of the State Commission for Emergency Situations and Civil Defense of the Cabinet of Ministers of Turkmenistan. From 2000 to 2005, he served as head of the department of transport and communications of the Cabinet of Ministers of Turkmenistan.
