Biography

  • 1982–1984 - policeman of the patrol and inspection service.
  • 1986–1990 - Inspector of the permit system.
  • 1990 - graduated from the Volgograd Higher Investigative School of Militia of the USSR Ministry of Internal Affairs.
  • 1996 - graduated from the postgraduate school of Yerevan State University.
  • 1999 - graduated from the doctoral program of the Academy of Management of the Ministry of Interior of Russia. Doctor of Law.
  • Since 1996, he has been actively engaged in teaching: he teaches the theory of state and law at the University. Acharyan, at the French University of Yerevan, at the Yerevan branch of the Moscow New Law Institute. Author of seven monographs, three collections of international legal acts and 35 scientific articles.
  • 1999-2001 - Head of the General Directorate for Combating Organized Crime of the Ministry of Internal Affairs of Armenia.
  • From 2001 to January 2002 - Deputy Minister of Internal Affairs of Armenia.
  • From January 2002 to April 21, 2008 - Deputy Head of the Police of Armenia.
  • From April 21, 2008 to March 15, 2010 - First Deputy Chief of Police of Armenia.
  • From March 15, 2010 to November 28, 2014 - Minister of Emergency Situations of Armenia.
  • From November 28, 2014 to February 24, 2016 - Minister of Territorial Administration and Emergency Situations of Armenia.
  • From February 24, 2016 to December 13, 2016 - Minister of Emergency Situations of Armenia.
  • He was awarded the Order of Merit for the Fatherland, 1 degree (2016, posthumously) [1] , medals "For perfect service" 1, 2 and 3 degrees, the medal "For Courage" (2000), medals of other countries. Member of the Legal Council of the Ministry of Internal Affairs of Armenia (since 1996). Academician of MANPO (2002).

He died on December 13, 2016 in Yerevan . He was buried in the Yerevan city pantheon [2] .
