Creation History

The events of the early 90s and 2002, when the largest flood in a hundred years caused a total damage of one billion dollars to such states as the Czech Republic , Austria , Germany , Slovakia , Poland , Hungary , Romania and Croatia , accelerated the development of such measures by the European Union. elements [1] [2] . After these events, the Council of Europe began work on the creation of a normative act that would regulate prevention measures, subsidizing by states of measures to prevent or eliminate the effects of floods [3] .

The adoption of Directive 2007/60 / EC was preceded by the development and approval of a number of normative acts, among which were: the Convention for the Protection of the Baltic Sea (HELCOM Convention), the Black Sea Convention, the Convention for the Protection of the North-East Atlantic (OSPAR Convention) and the Convention for the Protection of the Mediterranean Sea (Barcelona Convention) [4] .

Tasks

The subject of Directive 2007/60 / EC is the regulation of relations between EU Member States in the field of prevention and reduction of the negative consequences of flooding in affected areas, as well as the development of a disaster risk management plan. The efforts of the EU Member States should be aimed at a proportional distribution of responsibilities, measures relating to flood risk management should be applied together for the common good. Moreover, Article 1 says that the purpose of this Directive is to develop a plan of measures for the assessment and management of flood risks, aimed at reducing the negative effects on human health, the environment, cultural heritage and economic activities caused by floods in the Community (European Union) [9] [ 10] [11] .
