The son of the Finnish pastor Matias Michael Simolin, the elder brother of Ivan Matveevich . From 1758, for 18 years, he first served as an adviser to the office, and then as minister of the Russian court in Mitava . At the order of the empress, he, together with Aloe, assisted the Polish-Saxon prince Karl , son of Augustus III, in obtaining the duchy of Courland, persuading the knights and zemstvo there, and settled the disagreement that arose between the new duke and the nobility.
With the accession to the throne of Peter IIII , at his order, Simolin created a strong party against the possessor of Courland (1763) and began campaigning in favor of Biron, and then, upon returning Biron from exile and restoring his ducal dignity, he demanded security from the Courland Zemstvo government the income of the duchy of the significant monetary claims of the Russian court to the duke of Biron.
