He graduated from the faculty of international economic relations of MGIMO-USSR Foreign Ministry (1967). He speaks English , Greek and French .

- In 1976 - 1981 - employee of the Permanent Mission of the USSR to the UN in New York.
- In 1991 - 1995 - Deputy, First Deputy Permanent Representative of Russia to the UN in New York.
- From November 9, 1995 to January 28, 1998 - Deputy Minister of Foreign Affairs of Russia [1] .
- From December 18, 1997 to July 31, 2001 - Permanent Representative of the Russian Federation to the UN Office and other international organizations in Geneva [2] [3] .
