Short biography
In 1971, after graduating from the Tomsk State University, he entered graduate school at the Department of Applied Mathematics . In 1974, after defending his master’s thesis, he was left at the department for teaching work. In 1976, in connection with the formation of the Department of Probability Theory and Mathematical Statistics at the Belarusian State University, he was invited to work at the Faculty of Applied Mathematics and Computer Science , where he still works today. First - in the position of assistant professor , then - professor . In 1986 he defended his doctoral thesis, in 1988 he was awarded the academic title of professor. In 1988, he organized a new department of mathematical modeling and data analysis. He took an active part in the creation in 2000 at the BSU of the National Research Center for Applied Problems of Mathematics and Informatics (now he is its director), a new for Belarus specialty “ Economic Cybernetics ” and two new specializations.
Scientific and educational activities
The scientific interests of Yu. S. Kharin are concentrated in the field of mathematical and applied statistics, computer science and information technology. The topics of his research interests are related to the current direction of applied mathematics and computer science: the development of mathematical models, methods, algorithms and software for robust (stable) recognition and analysis of stochastic data when creating computer systems and information technologies. Yu. S. Kharin is working on solving problems of robust statistical forecasting, mathematical modeling of complex systems, and information security. Since 1988, he has been the scientific director of the Research Institute of Statistical Analysis and Modeling. Under his leadership and with his active participation, more than 20 research projects on State programs and Government decrees were carried out. Under his leadership, defended 14 Ph.D. and 1 doctoral dissertation. Yury Semenovich is a member of three specialized Councils for thesis defense, deputy editor-in-chief of the scientific collection “Problems of Information Protection”, a member of the editorial boards of three foreign scientific journals, president of the Belarusian Statistical Association, organizer of six international scientific conferences “Computer Data Analysis and Modeling”.
Based on the developed theory of robust statistical pattern recognition and data analysis, new mini-resistant (to the distortions of the hypothetical model) pattern recognition, identification and prediction algorithms have been built that guarantee the least risk avoidance on the given distortion families implemented in the application software packages and have made it possible to solve the most important implementation tasks information technologies in industry, medicine, economy and other industries. As a visiting professor, he gave lectures at the University of California (Berkeley, USA), Bayreuth and Dresden Universities (Germany), University of Leicester (United Kingdom) and other leading research centers. As a co-leader, he participated with his students in international scientific projects under the programs INTAS (2 projects), ISTC, SCOPES, REAP.
He is the founder of the Belarusian scientific school "Mathematical modeling of complex systems, information security processes and computer data analysis. " Member of the editorial boards of 9 scientific journals, organizer of more than 15 international scientific conferences. He is a member of the Belarusian Mathematical Society, the Belarusian Association of Pattern Recognition, the American Mathematical Society , the International Institute of Mathematical Statistics, the International Association of Computing Machinery , the European Association of Signal Processing , a full member of the International Academy of High Schools.
