Victor Lurel ( French: Victorin Lurel ; born August 20, 1951) - French politician and statesman, Minister of Overseas Territories (2012-2014).

Biography
He was born on August 20, 1951 in Vé Habitan in Guadeloupe in a poor family with twelve children. He received a bachelor 's degree in economics in Guadeloupe, then received a third-cycle degree ( DEA ) from the Pantheon-Assas University (also in economics) and in 1978 entered the Paris Institute for Political Studies , but did not complete the course [1] .
In 1981, returning to Guadeloupe, he was appointed director of the Agricultural Chamber [2] .
From 1989 to 2001, he was a deputy of the municipal council of Vö-Abitan [3] .
In 1992, he was a deputy of the regional council of Guadeloupe.
From 1994 to 2002 - again a deputy of the regional council of Guadeloupe, 1998 to 2002 - deputy chairman of the regional council.
In 2001-2005 - the mayor of Vö-Abitan.
From 2002 to 2012 - Member of the French National Assembly from the 4th Guadeloupe District.
From 2004 to 2012 - Chairman of the Guadeloupe Regional Council.
On January 20, 2009, a general strike against high cost began in Guadeloupe, and already in the early days of the crisis, Lurel, along with Senator chairman of the department’s general council, expressed concern that preliminary negotiations directly with trade union leaders could lead to “marginalization of elected officials” [4] , and on February 7, they both acted as mediators in the negotiations in Bas-Tera Prefecture between activists and management. [5] On February 12, Lurel criticized the proposal of Prime Minister Francois Fillon to raise low wages in Guadeloupe, calling this initiative a meaningless repetition of already rejected measures.
On May 16, 2012, he received the chair of the Minister of Overseas Territories in the first government of Jean-Marc Herault [7] .
On June 10, 2012, in the first round of parliamentary elections in his 4th district, he won the candidate of the Union for the Popular Movement , receiving 67% of the vote and becoming the first elected deputy of the new convocation [8] .
On June 18, 2012, he retained his previous position in the formation of the second Ero government and on July 21, refused the deputy mandate while working in the government.
On March 31, 2014, the first government of Manuel Waltz was formed , in which Lurel received no appointment.
On May 2, 2014, he was re-elected Chairman of the Guadeloupe Regional Council [9] .
From May 3, 2014 to June 20, 2017 - again a deputy of the French National Assembly from the 4th district of Guadeloupe.
