Biography
Konstantin Huber was born on July 24, 1854; the son of an Austrian citizen who moved to Russia under Emperor Nicholas I [1] .
He entered military service in 1870, at the end of the Elizavetgrad military gymnasium, in the 56th Zhytomyr Infantry Regiment as a non-commissioned non-commissioned officer and, at the end of the course, the Kiev Infantry Junker School , 1 category, was promoted to ensign [7] .
Having attracted the attention of General P.S. Vannovsky at that time (at that time head of the 33rd Infantry Division , and later Minister of War ), Huber was accepted into Russian citizenship and was appointed acting adjutant of the headquarters of this division, where he remained until 1888, participating with his division in the Russian-Turkish war of 1877β78 [1] .
In 1888, Konstantin Petrovich Huber was transferred by the command to the post of special assignment officer in the main quarter office, and in 1890 he was appointed clerk of the military-regional council of the Trans-Caspian region [1] .
In 1893, K. Huber was appointed to the post of ruler of the office of the head of the region, and in 1898 - assistant to the Odessa district quartermaster [1] .
In May 1901, Colonel Huber was appointed Amur District Quartermaster. Arriving at the duty station, Huber immediately began to reduce the cost of maintaining troops in Manchuria . By systematic orders on this part, so significant results were achieved that their maintenance in 1902 cost 1.700 thousand rubles cheaper than at the prices of 1901. Then, Huber's merit in this post should recognize the organization of the supply of food and fodder directly from the population and the cessation of the delivery to the Far East of food and forage from European Russia, which was very expensive and often accompanied by spoilage of products during transportation [1] .
Shortly before the war with Japan, Huber was appointed the Caucasian District Quartermaster, but on February 8, 1904 he received an offer to take the post of chief field commissary of the Manchurian Army . Huber spent 2 years in Manchuria, standing at the head of the quartermaster. For an impartial study of the activities of our commissariat, Huber published a brochure compiled according to official sources, entitled: β Food Expenses of the Manchurian Armies in 1904β05. ". This brochure shows that the provision of food and fodder, always in sufficient quantities, was carried out at such moderate prices that if the troops stationed in Manchuria remained in the internal districts, their food would cost 7.769.000 rubles more. And since any accumulation of troops usually entails a significant increase in prices, then undoubtedly these prices within the empire would go up. Huberβs excellent statement of the food supply of troops in Manchuria is also confirmed by their excellent sanitary condition, not only in comparison with the experience of the Russian-Turkish war of 1877β78, but also with the incidence in the troops within the Russian Empire during the same 1904β05 [1] .
After the war, Huber was appointed assistant chief commissary, and in 1911 he resigned [1] .
Konstantin Petrovich Huber died on February 16, 1916 in the city of Petrograd .
For participation in two wars, K.P. Huber received military awards: in 1877 - the Order of St. Anne of the 4th degree with the above: β For courage β and the rank of lieutenant, and in his last war, the Order of St. Stanislav of the 1st degree with swords, the Order of the Holy Annas 1 degree with swords and the Order of St. Vladimir 2 degrees [1] .
