History

The medal was established by Harry Truman in 1945 to reward merit during the Second World War . In 1963, President Kennedy expanded the scope of the award. Typically, the award takes place on July 4, Independence Day . A medal can be awarded to one person more than once ( Colin Powell , Nathan Sharansky and others have been awarded this case), as well as posthumously. Mostly the medal is awarded to US citizens, but there have been cases when the medal was awarded to foreign citizens, such as John Paul II , Nelson Mandela , Helmut Kohl , Angela Merkel , Nathan Sharansky .
