Biography
Viktor Andreyevich was born on December 30, 1946 in Leningrad. He graduated from the Leningrad Shipbuilding Institute, worked as an engineer, chief technologist at the country's leading industrial enterprises - the Novo-Admiralty Plant and the Leningrad Admiralty Association. Since 1974, he held senior positions as Deputy Secretary of the Leningrad Admiralty Association of the Komsomol, Deputy Manager of the Trust Leningradstroy, First Deputy General Director of the Professional Association. Victor Andreevich began his pedagogical activity in 1976, in 1990 he was elected rector of the St. Petersburg University of Management Technologies and Economics, then - president. He developed and implemented the concept of continuing education, created a modern scientific and educational center - SPbUTUiE, which includes 10 regional institutes and branches that are important in training and regional development. Achieving such success was enabled by extensive managerial experience, which was improved during the training at the Russian Presidential Academy of Public Administration and the Russian Academy of National Economy under the Russian Federation, during internships at universities in Europe and the USA, in collaboration with partners of the University. Viktor Andreyevich's scientific activity is closely related to research in the field of state and municipal administration, innovative management and regional economics, work in the dissertation councils of the University, Institute of Problems of Regional Economics of the Russian Academy of Sciences as a member and chairman, chief editor of Russian scientific journals "Economics and Management", " Sociology and Law ”and“ Scientific Notes ”. He successfully led the federal research laboratory for the problems of innovative development of RAO education. He wrote over 230 scientific papers published in Russia and abroad, including 38 monographs. Viktor Andreevich made a great contribution to the development of international cooperation: he initiated the creation of the “European Academy of Management” (Berlin, Germany), of which he was vice-president, as well as the North-West educational consortium for the implementation of the Presidential Program for Management Training for sectors of the national economy of the Russian Federation. The merits of Viktor Andreyevich were duly marked by high state and departmental awards - the Order of Friendship, the medal of the Order of Merit for the Fatherland, II degree, the medal in memory of the 300th anniversary of St. Petersburg, the sign of the Government of the Russian Federation “Presidential Program for the Training of Management Personnel for sectors of the national economy of the Russian Federation ”, as well as numerous foreign awards.
