Born in the game village of the Udmurt Republic. In 2001 he graduated from Udmurt State University with a degree in jurisprudence, and in 2003 he graduated from the Russian Academy of Public Administration under the President of the Russian Federation with a degree in state and municipal administration, Ph.D.
