He was born in 1864 in the Kursk province , into a peasant family, who later moved to Orenburg . He received a home education, worked as a delivery man, a cabman, and a clerk. Since 1899 - a contractor for the procurement of sleepers in the construction of the Siberian Railway . Since 1904 he lived with a family of ten children in Novonikolaevsk. It is known that already at that time he owned real estate in the amount of 3,500 rubles [1] . In 1907 he was elected an urban headman after his predecessor Z. G. Kryukov resigned for health reasons. As an elder, A. G. Besedin actively participated in the public life of the rapidly growing city, and was a member of a number of commissions for solving various urban problems. In particular, Besedin raised the question of building a pontoon bridge across the Ob before the leadership of the Tomsk province , where Novonikolaevsk was a member, and under his leadership, a meeting of city commissioners sent a petition to St. Petersburg to transfer the Siberian Railway Directorate from Tomsk to Novonikolaevsk. Besedin was also a member of the commission for the construction of a new building for a real school, and in December 1908 the city government established a scholarship for students of this school.

In November 1908, Emperor Nicholas II approved the decision of the Council of Ministers on the introduction in Novonikolayevsk of the city government in full (i.e., the City Council and City Council), in connection with which in 1909 the city held elections of vowels of the City Council and the election of the mayor. Prior to the election of new authorities, A. G. Besedin performed his duties as headman, and in April 1909 transferred power to the first mayor in the history of Novonikolaevsk, V. I. Zhernakov .

After the resignation of V. I. Zhernakov in April 1914 from the post of mayor for health reasons, A. G. Besedin was elected to the post of mayor, 26 out of 40 vowels of the City Duma voted for him, 14 vowels - against [1] . During his tenure as mayor A.G. Besedin took part in solving many key issues of urban development. In particular, in the spring of 1914, he personally visited Petersburg to solve the question of opening an agricultural institute in Novonikolaevsk, in 1915, on behalf of the City Duma, he repeatedly appealed to the central authorities about the deployment in Novonikolayevsk of industrial enterprises evacuated from Polish territories during the war . In 1915, he supported the initiative of the founders of the Novonikolayevsk Society to Perpetuate the Memory of Heroes of the Great World War on the creation of the House of Invalids (now the House of Officers ) in the city and was a member of the commission for its construction. In 1916, Besedin requested on behalf of the City Council to establish a district court in Novonikolayevsk, and in the summer of that year he supported the proposal to build a hydroelectric power station on the Ina River. In 1915, the City Duma discussed the construction of a new bridge over Kamenka .

After the February Revolution of 1917, the Committee for Public Order and Security (KOPiB) was created in Novonikolaevsk, which included representatives of various political parties, declaring himself the local authority and declaring submission to the Provisional Government. In this regard, on March 6, 1917 A.G. Besedin decided to resign as mayor, but at the insistence of the City Duma he continued to perform his duties until the end of April 1917, when the City People's Assembly was elected and the City Duma was liquidated.

It is known that during the civil war , in 1919, when Novonikolaevsk was controlled by whites , A.G. Besedin was again offered to run for office as mayor, but he refused to do so. In subsequent years, he worked on the construction of elevators in various places in Siberia. He died in February 1930.
