Blank, Grigory Borisovich

Born in 1811 in a noble family.

Graduate of the Noble Guest House at St. Petersburg University ( 1828 ).

He served in the Department of Public Education in: he began his career with the junior assistant to the controller of the IV department (economic) ^[1] , then - the assistant to the chief of the table I of the department Alexander Alexandrovich Berte ^[2] .

Then clerk and ruler of the office.

In 1837, he was transferred to the head of the department of state property , and later was a senior official in the IV branch of His Majesty’s own office .

In 1848, he had the rank of State Councilor .

In retirement from June 17, 1850 to November 17, 1867.

1868 - Actual State Councilor ^[3] .

In 1853 G. B. Blank retired and lived in the village of Nikolsky, Tambov Gubernia

In 1886 he retired from the Zemstvo service ^[4] .

Upon his retirement, he took up journalism.

Participated in the activities of a special "district" commission of the Free Economic Society ^[5] .

Participant of exhibitions organized by VEO ^[6] .

In 1856-1860 he was a member of the Lebedyansky Society of Agriculture.

In 1858, he was elected a member of the Tambov Committee for drafting a provision on the subject of landlord peasants. He was the only landowner who sent his serf boys to study at the Usmani Parish School.

Since 1865, G. B. Blank was a member of the Usman district zemstvo, permanent secretary of the Zemstvo assemblies, and chairman of the Industrial and Agricultural Commission under the county council, organized in 1876 at his suggestion.

He took part in the activities of the commission to study the current situation of agriculture and rural productivity in Russia under the leadership of Minister P.V. Valuev . On January 3, 1873, at the meeting, he entered the report “Information on the southern half of the Tambov and partly of the Voronezh and Moscow provinces” ^[7] .

He was a trustee of the Usman hospital pillbox 1894 ^[8] .

Published in the "Works of the Free Economic Society", the capital periodicals " News ", " Russian World ", "Agriculture, Horticulture and Horticulture", " Economic Notes ", " New Time ", " Financial Review ", " Notes of the Lebedyansky Society of Agriculture " ^[9] .

He was an employee of the newspaper "News".

He gained all-Russian fame with speeches in defense of serfdom, in which he saw "the fatherly care of landowners for the peasants and the noblest feature of our fatherland." ^[ten]

He believed that the peasant community should be destroyed, believing that in this way the landowning nobility would be able to concentrate in their hands the considerable land mass of the peasants and get free hands.

In the destruction of the community saw a way to weaken the peasant organization as an organ of self-government.

He advocated the return of the patrimonial power of the landowners and sharply criticized the peasant self-government within the village and the volost and a number of other reform provisions of the 1860s.

He defended the nobility privileges and it was with the nobility that he linked the further development of the “Russian civilization” ^[11] .

He insisted that large proprietors take part in representative institutions, since many local figures do not have sufficient knowledge and experience.

He was a supporter of the idea of ​​creating a central representation of the nobility, but with an advisory vote.

He put forward his program of reforms in the judicial sphere, in the field of education, military affairs.

In his work On the Relationship of Military Reform to the Economic Life of Russia, in 1871, he wrote:

The highest will determines the current transformation in our military, “by the extension of military service, under special conditions , to all classes.” <...>

So, not their equation should be borne in mind with reform and not just exemptions , but the highest state considerations, subject to the “special conditions” required by the Monarch, to participate in the sacred duty to defend the fatherland — all classes of the Russian people . These considerations should embrace the existing differences in the political, family, civil and economic situation of different states of the nation, in their moral, mental and physical development, in the activities of private and public, corresponding to each class, etc. Then only the new defense system of the fatherland will be completely to correspond with its political and state system, as well as with its economic, industrial and commercial position ^[12] .

He played for the establishment of a mortgage in Russia, criticized the banking circular obligation ^[13] .

In 1876, on the initiative of G. B. Blanca , the Usmansky zemstvo organized an “economic-industrial-trading commission to discuss issues that could serve the development of the rural affairs” ^[14] .
