Biography

V.Vlasov was born on October 4, 1957 in the village of Pozdnyakovo , Fatezhsky District , Kursk Region , RSFSR [1] .

Education

In 1964-1972, V.Vlasov studied at the Shuklinsky secondary school ( Shuklino village, Fatezhsky district , Kursk region , RSFSR ). He graduated with honors from Kalinovsky Agricultural College ( Kalinovka village, Khomutovsky district , Kursk region , RSFSR ) with a degree in Agronomy in 1976. He graduated from the Faculty of Biology and Soil Sciences of Chisinau State University ( Moldova ) with a degree in Soil Science and Agrochemistry in 1981 [1] .

In 2003, V.Vlasov defended his thesis on the topic “Agroecological substantiation of grape plantings in the northern Black Sea region (on the example of Ovidiopolsky district, Odessa region)”, and in 2009 he defended his doctoral thesis on the topic “Ecological foundations for the formation of ampelo landscapes” [1 ] .

Professional activities

From 1981 to 1990, V.Vlasov worked at the Kolkhozvinsadproekt design institute ( Chisinau , Moldova ), where he went from an engineer to the chief specialist of the institute. From 1990 to 1991, he worked in the agricultural small enterprise for the maintenance of the agricultural sector of Ukraine “Agrosintexssad” ( Odessa ) as a chief specialist in soil science. From 1992 to 1995, he worked at the seed farming enterprise Bezborod'kovskiy ( Cherkasy region ), where he went from an agronomist to a deputy director of the farm. From 1995 to 2001, he worked at the State Enterprise Experimental Economy "Tairovskoye" of the Institute of Viticulture and Winemaking named after V.E. Tairov of the UAAN ( Tairovo settlement, Ovidiopolsky district , Odessa region ) as a director . From 2001 to the present, he has held the position of Director of the V.Ye. Tairov Institute of Viticulture and Wine-Making (since 2003, according to Presidential Decree No. 1329/2003 of November 21, 2003, the National Scientific Center “Institute of Viticulture and Winemaking V.E. Tairov ") [1] .

The scientific, organizational and methodological activity of V. V. Vlasov is aimed at solving the problems of increasing the efficiency of the vine-growing and wine-making industry of Ukraine . V. Vlasov is the author of more than 380 scientific, popular science and monographic publications (including 9 monographs, 32 patents), selected articles in encyclopedic publications, journalistic publications, bibliographic indexes . Vyacheslav Vsevolodovich is the initiator of research on the integrated agroecological assessment of agricultural land for the placement of vineyards in the southern regions of Ukraine , the sectoral Program for the Development of Ukraine's Viticulture for the Period up to 2025, and the Regional Program "Viticulture and Wine-Making of Odessa Region for 2013-2025" approved by the Odessa Regional Council 24.04. year 2013. V.Vlasov is also the head of the scientific and technical program of the National Academy of Agrarian Sciences of Ukraine "Viniculture", the chairman of the Specialized Scientific Council K 41.374.01 "Viticulture" for the defense of candidate and doctoral dissertations, under his leadership the scientific school on ampeloecology is composed of 2- x doctors of science, 4 candidates of sciences, 3 graduate students. Under the scientific direction of the scientist 3 dissertations defended for the degree of candidate of agricultural sciences [1] .

During his tenure as director of the NSC “IViV im. V.Ye. Tairov ” NAAS of Ukraine V.Vlasov put a lot of effort into organizing effective work of the institute’s departments and laboratories, improving the material and technical base, training scientific personnel in the conditions of insufficient funding and lack of funds to maintain the functioning of the institute. V. Vlasov pays much attention to the training of scientific personnel for the viticulture industry. Thus, 20 joint departments with universities in Odessa and Umana have been created and are successfully working to train masters and specialists in viticulture and winemaking. At the beginning of 2013, for the first time at the National Academy of Agrarian Sciences of Ukraine , a research, training and production complex was established on the basis of the NSC “IVAV im. V.Ye. Tairov " NAAS of Ukraine , the Odessa National Academy of Food Technologies and the State Enterprise Experimental Economy" Tairovskoe "and approved by the Council of Rectors of the Universities of the Odessa Region ІІІ-ІV accreditation levels. In 2015–2016, the NSC “IVIV im. V.Ye. Tairov ” NAAS of Ukraine under the supervision of V.Vlasov. A great work was carried out - an ampyeloecological assessment of the territories of the Odessa region, as part of the implementation of the Regional Development Program of the Odessa Region for 2014–2018. An important part of the work of V. Vlasov is active international cooperation and the expansion of scientific relations of the institution he heads with the vine-growing countries of the world. So NSC "IVIV them. V.Ye. Tairova ” NAAS of Ukraine fruitfully cooperates with scientific institutions of Armenia, Austria, Georgia, Moldova, Serbia, Romania, South Africa, China, France, Bulgaria, Hungary, Russia [1] .

October 11, 2016, by the decree of the President of Ukraine , the authors of the NSC “IVIV them. V.Ye. Tairov, the National Academy of Agrarian Sciences of Ukraine , headed by Director V.Vlasov, was awarded the State Prize in the field of science and technology for his work The System of Certified Grape Nursery of Ukraine.

Professional Memberships

In 2010, V.Vlasov was elected Corresponding Member of the National Academy of Agrarian Sciences of Ukraine with a degree in Viticulture. In 2012 he was elected a member of the Committee on State Prizes of Ukraine in the field of science and technology ( agriculture section). Since 2013, he is a member of the Presidium of the National Academy of Agrarian Sciences of Ukraine . In 2016 he was elected a full member (academician) of the National Academy of Agrarian Sciences of Ukraine with a degree in horticulture and viticulture. V. Vlasov heads the editorial board of the interdepartmental thematic scientific collection “Viticulture and Winemaking”, and is also a member of the editorial board of many domestic and foreign special publications [1] .

Social activities

V.Vlasov is a deputy of the Ovidiopol district council of two convocations (1998-2007). Since 1998, V. Vlasov is a member of the Agrarian Party of Ukraine (a member of the Odessa Regional Executive Committee of the Agrarian Party of Ukraine ). Assistant consultant on a voluntary basis by the MP of Ukraine, Mikhail Vasilevich (2007—2012). Since 2011, V. Vlasov is a member of the Odessa Diplomatic Club, which unites about 30 diplomatic missions accredited in Odessa (including honorary consulates and cultural centers ) [1] .

Scientific Creativity

V. Vlasov for the first time in viticulture and winemaking developed the term "ampelo-landscape" [2] . It was theoretically substantiated and proposed for further scientific and practical use. V. Vlasov in his scientific works substantiated and developed the theoretical and methodological foundations of the environmental assessment of ampelo landscapes on the basis of a systematic approach [3] . Vlasov V.V. was the first to develop a basic algorithm for ampeloecological mapping of land using GIS technologies [4] [5] . V. Vlasov in practice carried out the ampeloecological zoning of the soil cover of the Northern Black Sea Region [6] [7] . The result of this work was the creation of detailed, multi-scale environmental assessments of the ampelo-landscapes of the Northern Black Sea region [8] . V. Vlasov was able, on the basis of the scientific developments of other scientists [9] available to him, to significantly develop and deepen his understanding of the methodological basis for the compilation of the vineyard inventory, taking into account the ampeloecological assessment of land. The above-mentioned scientific achievements of V. Vlasov were the basis for the development of the concept of the development of viticulture in Ukraine, certain administrative regions, districts, land use of village and village councils and farms [10] . And the methodological foundations of the vineyard inventory developed by him were the basis for the development of a modern vineyard inventory in Ukraine [11] .
