Federal Administration (Switzerland)

The Federal Administration ( German: Bundesverwaltung , French. Administration fédérale , Italian. Amministrazione federale , romance. Administraziun federala ) is one of the constituent members of the executive branch of the Swiss Confederation , along with the Federal Council . It consists of seven ministries, the Federal Chancellery , as well as decentralized administrative units (about 90 departments) and is subordinate to the Federal Council.

Each member of the Federal Council heads one of the ministries (the ministerial principle ) and bears political responsibility for it. The Federal Administration employs approximately 37,000 people. The Federal Chancellor heads the Federal Chancellery. Swiss Ministries: Swiss Ministry of Foreign Affairs - IDS, Swiss Ministry of Internal Affairs - IDS, Swiss Ministry of Justice and Police - UJFS, Swiss Ministry of Defense, Civil Defense and Sports - OGOS, Swiss Ministry of Finance - IDF, Swiss Ministry of Economics, Education and Science - EON, Swiss Ministry of the Environment, Transport, Energy and Communications - OSTES.

To implement the principle of separation of powers, the Federal Assembly with parliamentary powers and the Federal Court are independent bodies.

Each ministry consists of relevant departments.

Extra-parliamentary commissions

Extra-parliamentary commissions are bodies appointed by the Federal Council or ministries that perform state tasks for the government and departments. They operate in accordance with the Commission Regulation of 3 June 1996 (SR 172.31). Extra-parliamentary commissions perform two general functions: supplement the federal government in matters where there is a lack of special information, and coordinate their use. Поэтому назначение новых внепарламентских комиссий производится достаточно часто, когда государство должно выполнить принципиально новые задачи, а соответствующих специальных сведений в распоряжении не имеется. Кроме того, это полезное средство представления интересов организаций из сфер политики, экономики и общественной деятельности. Такая совместная работа способствует компромиссам, которые основаны не только на чистом лоббизме. Соответственно, внепарламентские комиссии могут рассматриваться как инструмент совещательной демократии и имеют в Швейцарии давние традиции. Примеры: Комиссия по мировому присутствию Швейцарии, Комиссия Швейцарии по питанию, Комиссия Швейцарии по вопросам детства и материнства [1] .
