Biography
The son of an Austrian army officer. In 1843 he graduated from the Naval Academy in Venice. He served on the ships of the Mediterranean squadron. In 1856 - lieutenant.
He distinguished himself during the first Austrian round-the-world voyage in 1857-1859 aboard SMS Novara steam frigate , after which he became patronized by the frigate captain, future admiral and Minister Bernard von Wullerstorf.
In 1864, during the Austro-Prussian-Danish war, commanded the sailing battleship SMS Kaiser in the North Sea .
During the Austro-Prussian-Italian War he served as adjutant to Archduke Albrecht, Duke of Tesen , commander of the Southern Army and the new head of the Austrian fleet. April 22, 1866 (June 15, 1866?) Received the rank of rear admiral .
In 1866-1868 he served as deputy naval minister and naval inspector.
After his death in 1871, Wilhelm von Tegethoff , the famous winner of the Battle of Liss , replaced him as commander of the Austrian fleet and naval minister with the rank of vice admiral (April 26 / April 27, 1871).
Unlike his predecessor, Pekk was unable to use his authority to secure funding due to the often hostile Austro-Hungarian parliament, and faced chronic material problems, which led to more than a decade of stagnation of the Austro-Hungarian fleet. Nevertheless, he initiated the use of torpedoes in the fleet and began to develop tactics for their use.
