High School

A reference university (reference university) in Russia is a university created in the region on the basis of the union of existing higher education institutions, aimed at supporting the development of the subject of the Russian Federation by providing the local labor market with highly qualified specialists, solving urgent problems of the regional economy and implementing it together with the region and its enterprises educational and innovative projects [1] [2] .

Supporting universities appeared in early 2016 after approval by the expert council at the Ministry of Education and Science of the Russian Federation 11 out of 12 applications filed for this status and state subsidies provided by it [3] .

In April 2017, the Ministry of Education and Science expanded the list of supporting universities to 33 [4] [5] .
