Biography
Born on June 16, 1966 in the village of Sufi-Kurgan, Osh Region. From 1984 to 1986 he served in the ranks of the Armed Forces of the USSR . After demobilization from the army, he was a worker at the Pravda state farm in the Alai region . Soon he entered the Voronezh Polytechnic Institute , which he graduated in 1990 with a degree in mechanical engineering. Subsequently, he received his second degree in finance and credit, graduating in 1999 from the Institute for Retraining and Advanced Studies at the Kyrgyz State National University . He took internships and continuing education courses in Saudi Arabia, USA, Philippines [1] [2] .
On May 15, 2008, at the Kyrgyz Economic University, he defended his dissertation “Economic Problems of the Development of Roads in the Kyrgyz Republic” for the degree of candidate of economic sciences, carried out by him at the Center for Economic Strategies at the Ministry of Economic Development and Trade of Kyrgyzstan [3] .
Labor
In 1990-1992 he worked as an engineer in the research center "Impulse" at the Academy of Sciences of the Kyrgyz SSR . In 1992-1993 - Deputy Director for Basic Issues of the Institute of Mechanical Engineering of the National Academy of Sciences of the Kyrgyz Republic [2] .
Political Activities
Since 1993 - in the public service. In 1993-1994, he was the chief specialist of the branch industry development department of the Ministry of Economy and Finance of Kyrgyzstan.
From 1994 to 2002, he held various positions in the Ministry of Finance of Kyrgyzstan [2] :
- 1994-1995 - chief specialist of the financial industry department;
- 1995-1998 - Head of the Transport and Communications Financing Department;
- 1998-2001 - Head of the Department of Economics and Financing of Industrial Infrastructure;
- 2001-2002 - Deputy Minister.
From June 2002 to January 14, 2005 he holds the post of Chairman of the Social Fund of Kyrgyzstan [1] .
In March 2005, he was elected a deputy of the Jogorku Kenesh of the III convocation, in which he became Chairman of the Budget and Finance Committee. In connection with the dissolution by the President of Kyrgyzstan Kurmanbek Bakiyev of the Kyrgyz parliament on October 22, 2007, Keldibekov’s deputy powers were terminated ahead of schedule [4] .
From October 16, 2008 to October 22, 2009, he served as chairman of the State Committee on Taxes and Duties of the Kyrgyz Republic; from October 22, 2009 to April 7, 2010 - chairman of the State Tax Service under the Government of Kyrgyzstan [4] .
In the November 2010 elections, he was elected deputy of the Jogorku Kenesh of the V convocation, represented the Ata-Jurt Party. On December 17, 2010, Toraga (Chairman) of the Jogorku Kenesh was elected. In May 2011, he was elected Deputy Chairman of the Inter-Parliamentary Assembly of the EurAsEC . On December 12, 2011, he resigned from the Toraga of the Jogorku Kenesh. February 22, 2012 became chairman of the budget and finance committee of the Jogorku Kenesh [4] .
